A Dam Agreement
Pulliam Favors Flow Of
Nueces River Into Gulf
Final efforts of two Nueces
River Water Districts to agree on
a solution to the South Texas
water shortage^ have failed. Edgar
Linkenhoger, President of the Di-
rectors of the Lower Nueces River
Water Supply District, said today
that all means of cooperation were
fried so that the two boards could
work together on the Oakville
Dam project, but hone succeeded.
Linkent^jper said that a joint
meeting of the two boards- was
% San. Antonio Friday.
No decision was reached, nor any
agreement.
First the conservation board
suggested that the supply dis-
trict give up the idea of Oak-
ville Dam and select another
site for a. dam. Harry P. Bur-
leigh, area planning engineer
for the Bureau of Reclama-
tion, explained that the Oak-
ville site it the only one that
can furnish enough water eco-
nomically.
F. W. Pulliam, President of the
Nueces River Conservation and
Reclamation District, asked whe-
ther there was any other source of
water. Burleigh said the only other
possibility was the Guadalupe
River.
Linkenhoger said that he con-
tacted directors of the Guadalupe-
Bianco River Authority and was
told that there was no water avail-
able from the Guadalupe or its
tributaries. Linkenhoger added
that even if Guadalupe water was
available it would be ridiculous to
bring water all the way from the
Guadalupe and continue to let the
waters of the Nueces pour away
into the Gulf unused.
Pulliam then objected to the
amount of water the dam would
supply, saying that when the
supply district was first organi-'
zed, its members asked for only
enough water for Corpus Christ!.
Linkenhogar explained 'that
since that time neighboring
towns had expressed a need
ter water and wanted to join
PAYS 18 TO ONE-“Over a 17-
year period, for every pound of

together to solve problems of
the entire Coastal Bond arts.
When no points of agreement
could be reached, Fenner Roth,
Director oi the District, stated that
the conservation district had ac-
complished nothing in Sixteen
years of existance, and the supply
district hS9 at least formulated a
plan in a year and a half. " ,
Roth further stated that
Pulliam's only objection to
tho Oakville Dam stems to
be the emount of weter to be
stored, end on o direct ques-
tion from Roth, who askod
him if ho objected to the sav-
ing of wator, stated that he
was. Pu|liam stated that he
thoughfTt better to let it run
into the Gulf.
The conservation district then
went into executive session. Link-,
enhoger said he understood that
during that session, the conserva-
tion board agreed to carry on their
fight against Oakville Dam......
~ That appears to be the end
of efforts to work together,
Linkenhoger said today. It is
going to be a fight and the
members of ,tha supply dis-
trict think wo can win it. We
have reason to think that. The
whole of South Texas is de-
pending upon gs to furnish
them water. The conservation
district is offering destructive
criticism instead of construc-
tive leadership."
Linkenhoger continued, “The
conservation district is trying to
get> the legislature of Texas to
bottle us up so that we cannot
drill wells or build dams. Then
we would have to buy water, at
ahy price, from interests that have
water to sell. We don’t think the
legislature will want to be a party
to such a. plan. South Texas is
too important an area to be sacri-
ficed to selfish interests.’’
