Small City.

There i* neither a beaten path nor
a well appointed highway along which,
or over which, cities large or small
may he lead with any definite degree
of certainty to the ‘a'Ctiuisltion of a
City Plan. The means employed and
the methods most likely to prove suc-
cessful must 1* very largely deter-
mined by those upon whom reft the
rcs|Hinsildlity of leadership In alt such
undertakings. It. must he reuiemlier-
cd too in the selection of lhi-se that
cities and communities possess indi-
vidualities and characteristics which
are unite as distinct and well marked
as those which appertain to and are
to be oiwerved among individuals. Ap-
peals which would command a ready
and hearty response and carry con-
viction in one locality might, nnd of-
ten do, prove wholly inadequate In an-
other. .Those, therefore, who advocate
the adoption of a City Plan in any
given eonwmuity should recognize at
tlie very outset that nutans or (Methods
successfully employed In a neighbor-
ing. or even a remote, sister city can
at liest be considered only as advis-
ory.
There are, however, certain well de-
fined fundamentals that underlie every

features should lie made clear, as far
as possible, is the distinction between
planning and re-planning. The work
of planning In Its most accurate sig-
nificant sense can hardly lie under-
taken ,ou a site where ft city already
exist a. Therefore, the average city
must faee the more difficult uiul in-
tricate problem of replanning by mak-
ing the best of what in most instances
Is a very unfortunate and confused ar-
rangement. . B(tt these terms in -onm-
mon parlauiT. are used so interchange-
ably that the average citizen will not
always get the distinction. The cities
of Washington and Gary are. among
tin- more conspicuous examples of real
planning In tills country, While the
very excellent te’ork that has been
nnd is now being, done in Philadelphia,
Baltimore, Chicago and Run Francisco
arc practical Illustrations of replan-
ning on a rather extensive scale. The
planning and re-planning of cities is
more genei'ally misunderstood than
any science, are or practice now com-
ing into public favor among cities or
communities.
The general public can usually be
depended fipon for patriotic action.
The need for an enlightened public
opinion is nil the more apparent.
There are few. if indeed any, of the
small cities of the country where plan-
ning campaigns have not been Inaug-
urated that have any adequate con-
ception of what City Planning really
a peculiar appeal to manufacturers and
those who operate industries. The se-
gregation of garages, jfhops. livery and
sales stables, wagon yards,
and etc. and the assignment of these
to appropriate locations will appeal to
all except those who have conflicting
personal interests. Ample provision
should be made for a retail district;
a civic center—in which will be located
all public anil semi-public buildings of
classic design—which, by reason of
their use and functions, should he ac-
cessible to tlie public in the down town
district The civic center is the most
generally misunderstood feature of a
well regulated City Plan. It is not
a nosegay; it is uot a down town park,
nor a civic accessory, but tlie soul of
the Plan; the highest expression of the
City’s individuality and character. It
is tlie most conspicuous concentration
of the city's resources, its greatest ef-
fort in conservation. Then, residence
and recreational sections must he pro-,
vided for. In these the community ,
can indulge itself somewhat, and exer- j

There Is a correlated relationship spent
between all of the above named legiti- ness.,

imity of each toward all others. The
above mentioned list of essentials Is
not intended to lie exhaustive nor is
any effect made to mention the con-
ventional features and attributes com-
monly conceded to be auxiliaries to
every well ordered plan. Others than
those mentioned above are essential,
and many more are merely accessories
designed to secure harmony, add ele-
gance and are otherwise distinctly dec-
orative in character and function. In
promlting or seeking to have adopted
a city plan, the average citizen would
think that the fundamentals above re-
ferred to could and should be discussed
with the greatest freedom; that surely
no one could be found who would op-
pose a wise orderly arrangement of
practical public benefits. But
this is unfortunately not the case.
Provincial and supremely selfish peo-
ple are to be found in a greater or
less number in every city, large or
small. These put private emolument
above community advantage. The dis-
affected and non progressive always
stand together aud can he depended
upon to thwart, if twsihle, any for-
wa rd-looking movement
Those who would initiate a campaign
for the adoption <>f a City Plan often
find themselves the devil and the sea.

Murray, Ky., Feb. 24.—Governor A.
O. Stanley’s previous effort to quell
a Murray mob has found a sequel here
hi the conviction of Lula* Martin, a
negro, charged with killing Gutlirle
Illiquid, a white man. The death pen-
alty was imposed. A continuance
granted in Martin’s case by Judge
Charles Bush last January dissatis-
fied the citizens and a mob was form-
ed. Disorders which ensued occasion-
ed a hurried night trip to Murray by
the governor, through whose personal
efforts quiet was restored. Martin’s
trial was conducted under the protec-
tion of a company of Kentucky na-
tional guardsmen. The jury was se
leeted from u venire drawu from Cliris-
ttan. a nearby county.
The verdict apparently has removed
any further danger of mob violence.
