and bloodshed are well known to
have existed in that state since its
reconstruction. lie then reverts to
the election of 186S, by which the
republican vote was by fraud reduc-
ed to a few thousand; and that the
evils now existing belong to the
election and the riots of 1S66-1868.
Third—He says an undisguised
conspiracy was formed to carry t ie
election of 1872 against the republi-
cans. Glaring frauds were done.
In view of these frauds, Kellogg
brought suit upon the equity side of
the United States court for Louisiana
against Warmoth and others. There
the votes were inquired into, a ct the
court granted the relief prayed for.
This order was treated with con-
tempt by those against whom it was
directed. He then alludes to Judge
Strong’s opinion of the force of the
amendments to the constitution.
Fourth—He says that the courts
of the United States have a right to
interfere with elections in states to
maintain political equality, irre-
spective of race or color. This re-
sults as clearly from the fifteenth
amendment as the abolition of slave-
ry from the thirteenth amendment.
Fifth—lie says the jurisdiction of
the court in the Kellogg-Warmoth
case is clear to his mind. “Doubt-
less the judge of this court made
some grave mistakes,” he adds, “hut
the law allows a chancellor great
lattitude.” lie considered it his du-
ty to interfere, when a mandate of
the court in the case was resisted.
Sixth—He says: “The whole
election was a gigantic Laud.”

the interference by the military on
Monday, the 14th instant, with the
organization oi the House ot Rep-
resentatives of Louisiana was unau-
thorized by you, I now, as Speaker
of sai l Iloust, ask you to direct the
military to restore the statue quo ex-
isting at the time General De Tro-
briand ejected certain members from
the House, in order that the House
of Representatives may proceed in
the discharge of its duties without
molestation.

Jefferson Daily Leader ol January
13th:
On Monday Mr. L. 15. Long, ol
Uusluir county, came to Jefferson,
bringing four hales of cotton and two
yoke of oxen, which lie sold, realizing
some three hundred dollars. Yester-
day afternoon he started to return,
and when near the four mile branch,
on the Daingcrfield road, a large bur-
ly negro approached his wagon and
walked alongside for some distance.
Mv. Long did not like the looks of
the fellow and endeavored to avoid
him as much as possible. At length
the negro asked to get on the wagon.
Mr. Long told him his load
