Since the peaceful adjustment of
the question in our own country has
removed all* prospect of civil war
and the chronic disturbance ot Mex-
ico creates scarcely a ripple of
excitement even among us here, her
nearest neighbor, public attention
is rapidly concentrating on tbe
movements now going forward in
Europe. For two yews the great
empire of Russia has cast longing
eves on Constantinople, and the
grand object of Russian statesman-
ship, diplomacy and ambition has
been the acquisition of the “golden
horn” and the “double-locked gates”
of the Black Sea. This, and this
only is the casus belli, although the
Czar in his recent manifesto art-
fully appeals to the religious sympa-
thy of the outside world in these
words, “Our faithful and beloved
subjects know the strong interest
we have constantly felt in the wel-
fare of the oppressed Christian popu-
lation of Turkey.” Yet no language
can hide, no subterfuge can blind the
the lynx-eyed stratagem ot the other
great powers as to the real cause of
war. Giye Russia an outlet from
the Black Sea and in ten years she
would dispute the superiority of
Great Britain to the seas success-
fully. The only outlet of the Black
Sea’ is through the straits of the Bos-
phorus into the nearer sea of Mar-
mora, thence through the strait ot
Dardanelles into the Mediterranean.
The Bosphorus is sixteen miles
long, ten miles wide at the mouth
1 and less than half a mile wide at its
narrowest points. Here, where the
Bosphorus begins to widen into the
8 yf Marmora stands Constantino-
ple, the Dardanelles, the only pass-
age from the sea of Mormora to the
Mditerranean is forty-live miles long
and at its narrowest pent is eight
hundred yards wide. Both straits
are strongly fortilied and can bid
defiance to the navies of the world
These are the much coveted “double
locked gates” to the Black sea, and
they belong to Turkey. Can Rus-
sia grasp the pi ize now? If left to
Turkey and herself alone, a glance
at their relative strength would
answer the question in aliirmativc.
The Sultan’s army, rank and file,
reserves, irregulars, etc., numbers
about 480,000 men, whilst the aimy
of the Czar numbers, all told, 1,220,-
000 men. The Russian fleet con-
sists of 262 vessels of war, carrying.
