Your electric bills tend to track with the seasons. They go up in
the summer and winter. Down in the spring and fall.
That's why we came up with CPL's Equal Payment Plan. It's an
optional way to pay that eliminates seasonal increases and evens out
your bills.
You pay the same amount every month.
The payments are based on average usage in the past. Of course,
we'll continue to read your meter each month to keep track of the ;
electricity you're using. Then, we'll review your account every six <’
months to make sure our estimates are in line with your actual usage.

Early congratulations to Mr. and Mrs. John C. "Red"
Richards who will be celebrating their Golden Wedding
Anniversary on Aug. 21. Their children will be hosting a
reception in the couple's honor that day from 2-4 p.m. at
the First Baptist Church Christian Life Center....A number
of people have commented on "Discovery”, the cable
network which carries informative and educational pro-
grams on a wide variety of topics. The channel is available
in Blessing and other places, but is not carried by Falcon
on the Palacios cable. Longtime, parttime resident Clay-
ton Lee stopped in and suggested that Palacios cable
subscribers contact Falcon Cable TV regional manager
Ron Deon and express their interest in having the
"Discovery" channel provided here. Deon's can be con-
tacted toll-free at 1-800-533-9395 according to Lee....At
last week's Matagorda County Nuclear Advocates
meeting in Bay City to hear CP&L officials give an update
on the South Texas Project, one elected official from this
county made a wry, but insightful comment before the
scrumptious lunch was served. "After we eat maybe we
ought to tell them the honeymoon is over and we'll see
them at the PUC hearings," he said referring to the ex-
pected hefty increase in electric rates CP&L is planning to
help recoup the costs of STP....The Beacon would like to
reactivate its "Happy Birthday" lists. However, we need
people to provide us with the names and birthdates they
wish listed—free of charge. To get your name, the names
of friends or relatives on the weekly list, call 972-2610. A
file will be kept throughout the year so you can turn them
in now and we'll have them ready when the appropriate
birthday week arrives. The same goes for anniver-
saries....The Texas Coastal Cleanup will be held Sept.
24. Volunteers in this area willing to help cleanup the
Matagorda County coast (Matagorda & Sargent Beaches)

support the Sharks this Friday as they travel to Victoria to
face St. Joseph in their first scrimmage of the season at 6

House passes bill
delaying TEDs
implementation
Congressman Mac Sweeney,
a member of the House Merchant
Marine and Fisheries Committee
and bill cosponsor announced, "I
am pleased to join my colleagues
in passing H.R. 5141 today,
extending the requirement date
for the mandatory use of Turtle
Excluder Devices.”
"The legislation pushes back
the date shrimpers would be re-
quired to equip their boats with
these devices from September 1
to September 30, 1988," said
Sweeney. "The devices are in-
tended to protect turtles from be-
coming entangled in shrimpers'
nets," Sweeney added, "and are
very expensive to shrimpers. I
would prefer to let Congress
complete its study to determine if
a link actually exists between
turtle deaths and shrimp trawling
before shrimpers are saddled
with potentially unnecessary

Two weeks ago, the Senate
completed work on reauthoriza-
tion of the Endangered Species
Act, which included a one-year
delay on offshore requirement of
TEDs, and a two-year delay on
inshore requirements. The House
of Representatives completed
similar legislation last December,
but minor differences remain
which must be resolved in a joint
House/Senate conference.
"South Texas shrimpers
would be hit especially hard if
the extension had not been
passed," Sweeney stated.
""These hardworking business-
men usually carry more nets than
their Atlantic counterparts, so
their necessaiy investment would
be considerably larger than those
for many other shrimpers."
The annual Creative Hand-
work Mart for the promotion of
Palacios area talent will be held
Saturday, Dec. 10 at the Senior
Center. Reservations are $4 per
person per table. A person may
have someone helping them at a
table as long as just one person's
items are being sold.
Permission for sharing a table
selling two sets of items benefit-
ing two different people is not
allowed except by special per-
mission from Pat Howarth at
972-2014.
Reservations can be made
only by calling the above person
and number. Do not call the Se-
nior Center for reservations as
this citizen sponsored event is
not affiliated in any way with the
Center except to rent space for
that day.
Twenty-two paid in advance
reservations can be accommo-
dated at the Senior Center con-
sisting of 18 available tables with
the remaining space on bring
your own table basis. Please do
not reserve unless you are sure
you can use your space. If you
cannot attend, please call in ad-
vance so that persons on the
waiting list can be informed.
Two calls from Houston gave
the information that this citizen
sponsored annual event is now
being passed around among
people who regularly go to craft
shows to exhibit. Palacios area
people will be given first priority
on reservations.
