JCAH accreditation
Wagner General Hospital has
received a three-year accredi-
tation from the Joint Commission
on Accreditation of Hospitals
(JCAH) according to hospital
adminstrator Don Hyett.
The accreditation follows a
March visit of the hospital by a
four-person JCAH team which
examined procedures, policies an
daily activities of each depart-
ment. The outcome of the ex-
amination could have ranged
from one to three-year accre-
ditation, or no accreditation at
all.
The JCAH is composed of
representatives from the Ameri-
can Medical Association

geons, the Americal Dental Asso-
ciation and the American Hos-
pital Association.
Hyett proudly pointed out that
Wagner General's excellence wa-
rranted the longest period of
accreditation that could be aw-
arded. Inspections of this type
are elective, not mandatory, and
give interested parties an ev-
aluation o; the quality of care
performed in the hospital. Hos-
pitals which are not accredited by
JCAH can receive federal pay-
ments and are deemed accept-
able by insurance carriers.
Wagner General Hospital is
one of three institutions in the
Matagorda County Hospital Dis-
trict and is managed by Mem-
orial Care Systems of Houston.
Hyett expressed his apprecia-
tion to the Hospital Auxiliary, the
Palacios Volunteer Fire Depart-
ment, the visiting chaplaincy,
hospital staff and employees and
the Palacios community for mak-
ing Wagner General Hospital an

SeaCrest project unique
THE VARIED colored brlck-
eiterlor and matching concrete
tile roof make the 44 duplex
unit* at SeaCrest Estates a very
unique low-income housing pr-
oject. Each of the units, which
range from one to three
bedrooms, will feature alterna-
ting exterior architecture. Half
of the units, which are being
built near the corner of Uni-
versity and Gray, will be
designated for elderly resi-
dents. Preliminary plans on
building a low-income housing
project In Palacios started back
In the 1960s. Designed by
Beil-Mann Corp. of Houston,
the SeaCrest Estates project Is
expected to be completed late
this fall. The Palacios Houaing

Explaining proposed increase
CP&L rate request
postcards mailed
Central Power and Light Co.
began distributing postcards last
week discussing the effects of its
proposed rate increase on cus-
tomers. This direct customer
notification is required by the
Public Utility Commission of
Texas.
The postcards provide a close
look at the CPL rate case.
Important figures in the rate case
are highlighted, showing the
date CPL filed its rate increase,
the proposed effective date for
the new rates, and dollar and
percentage amounts comparing
the proposed 1986 revenues with
actual 1984 revenues.
The proposed increase to base
rates will generate additional
rates currently in ettect reflect
two decreases in the fuel portion
of the bill. CPL passed those fuel
cost savings on to its customers
in January and May 1985.
Compared to the revenues that
were produced by rates in effect
during 1984, before CPL lowered
the fuel portion of its bill, the
increase is only about $10
million, or about one percent
higher.
The proposed effective date for
the rate increase listed on the
postcard is August 13, 1985.
Under PUC guidelines, new rates
go into effect no sooner than 35
days after filing. Traditionally,
however, the PUC suspends new
rates for an additional 120 days.
revenues of approximately $122W; Based on other rate cases, CPL
million for CPL-an increase of estimates March 1986 as the
about 14 percent over revenues earliest possible date new rates
produced by current rates. The will be implemented.

(Low-cost and no-cost ways to cut
summer electricity bills)
When the temperature soars, so do energy bills—
unless you wage a determined campaign to keep air con-
ditioning costs in line. If your home is air conditioned,
your cooling system uses more than half the electricity
you buy every summer—so direct most of your efforts
toward making that system more efficient
Here are some steps you can take to reduce energy use.
... Mi .1 • Have a qualified technician clean
and check your air conditioner,
preferably before the hot season
starts.
Set the thermostat at 78°.
Clean or replace the filter at least
once a month. Clear
obstructions away from the
outside unit.
1 eliminate air leaks. Whll light
switch outlets and plug-in
sockets allow a surprising
amount of costly air infiltration.
Seal them with the inexpensive
gaskets you can buy at most
hardware stores. Caulk all cracks
and holes. Install weather
stripping around windows
and doors.
■ Keep direct sunlight out of the
house with shades, awnings,
draperies or blinds. Plant trees
and shrubs for additional shade.
1 Use your electric fans to stay
comfortable with the thermostat
at a higher setting.
If you're in the market fora new air conditioner, select
a model with an Energy Efficiency Ratio of 8 or higher—
and make sure the unit is correctly sized for your home.
