Texas fares up 48%
Trailways rate hike approved
The Interstate Commerce Co-
mmission has granted a Trail-
ways Lines, Inc. petition to raise
passenger fares in Texas by more
than 48-percent, overturning a
Railroad Commission order is-
sued earlier this year which
denied the hike.
In an application filed with the
Railroad Commission last year,
Trailways sought an overall
48.7-percent fare increase as well
as a change in the method of
calculating passenger fares. Tra-
ilways said the fare hike was
needed to bring its within-Texas
rates up to a level identical to its
interstate fares. The Commission
denied the fare increase but
approved the change in the way
fares are calculated.
Fares are now figured on a
mileage basis rather than a
point-to-point basis. Passengers
pay higher fares as they travel
greater distances. This change
did not allow Trailways any
overall increase in revenue.
Call the Railroad Commission
• refusal to grant the fare hike an
“unreasonable burden on inter-
state commerce,” Trailways peti-
tioned the ICC to overturn the
Railroad Commission order.
The ICC did so in an order
issued March 28, saying the
Railroad Commission denial cau-
ses an “unreasonable discrimi-
nation against, and imposes and
unreasonable burden on, inter-
state commerce.” The order
authorizes Trailways to put into
effect the full 48.7-percent in-
crease .in Texas intrastate pass-
enger fares that it asked for.
With the Bus Regulatory Re-
form Act of 1982, state commis-
sions have been severely limited
in their ability to block unjusti-
fied fare increases or route
cancel-lations. If such applica-
tions are denied by the state, the
decision can be appealed to the
ICC which has the power to
overrule.
