1990 marked by good news, bad news

While 365 days have passed
since last year at this time, many
situations haven't changed much.
Sales tax rebates to Palacios
remain down, while the un-
employment rate remains above
the state's average. Bureaucratic
directives concerning the city's
landfill continue to plague the
mayor and city council. Con-
struction of the Formosa expan-
sion in nearby Point Comfort
clumsy livestock and curious
children escaped agonizing
deaths at the stingers of swarm-
ing insects. And the Go-Tcxan
barbeque at El Maton in January
goes on-just as opposition from
area environmentalists goes on.
All permits were not in place a
year ago and all permits are not
yet in place a year later; and eco-
nomic impact of the expansion to
Palacios remains minimal. ■—— . _ ■

Bids were awarded for con-
struction of the sea wall and boat
ramp area of the Railroad Park.
A plaque commemorating the
life of Justice of Peace Jack
Dooley was dedicated, with
many of Judge Dooley’s family
attending the ceremony. Dooley
had died a hero the year before,
wrestling with a gunman who
had stormed into the Court
House Annex and, after killing
Judge Dooley, wounded Palacios
Police Officer Emmett Greene
and was then slain by Greene.
Cecil Kelly was elected presi-
dent of the Project Council of
Friends of Elder Citizens.
A reward was offered for in-
formation leading to the arrest of
the vandahst who cm over
$7,000 worth of hay bales ablaze
in area fields.
Many area residents suffered
through a bout of the "Type-A
Shanghai" flu in January as ab-
senteeism ran double in the
schools and many lives were
threatened at the nursing home.
Many of those confined to their
homes were upset when Channel
25 forced Channel 2 from the
cable network; the public outcry

City grants park contract

The Palacios City Council
gave the Railroad Park and boat
ramp construction contracts to
Galin Corporation with the
stipulation that adjustments will
be made to meet the Parks and
Wildlife grant requirements.
Previous bids had come in well
over budget for the Railroad Park
project, and each rebidding pro-
cess cost the City several thou-
sand in additional engineering
fees. Construction will proceed
with a somewhat "flexible" plan.
King Resources has proposed
to lease the 1500 acres of the
Palacios Airport property for od
exploration. The initial proposal
was to give the City $75,000 the
first year, and $15,000 for each
additional two years of the thrcc-
DPS estimates 61 traffic
deaths over the holidays
year lease. King Resources is
the firm currently drilling on
Camp Hulen property, and G.L.
"Billy" Harrison, who brought
the proposal to the Council,
commented that King wanted ac-
cess to the airport property in
case they hit something at Camp
Hulen. While the Council was
certainly favorable to anything
which would bring resources to
the City, they felt they needed to
discuss the contract with the City

Garbage pick-up
schedule for week
The Texas Department of Public Safety estimates that as many
as 61 persons could die in traffic accidents on the state ’s streets and
highways during the Christmas and New Year's holiday periods.
“We Texans like to brag we' re biggest and best in most catego-
ries, but one list we don’t want to be high up on is the number of
holiday traffic deaths," said DPS Director Col. Joe E. Milner.
“Last year, only California had more motor vehicle fatalities than
Texas during the holidays."
In 1989,36 persons died of injuries suffered in traffic accidents
in Texas during the 78-hour Christmas holiday period, with
another 32 persons dying from accidents over the New Year's
holiday, which was also 78 hours in length. This year, the DPS
Statistical Services Section estimates 33 persons will die in traffic
during the 78-hour Christmas period, with the possibility that
another 28 persons will be killed in New Year’s accidents.
"It is tragic that so many motorists may not survive these two
holidays,” Col. Milnersaid. “The way to prevent this terrible death
toll is simple: Please don’t drink and drive, don’t exceed the
