parents of a daughter, Breana Danae Alvarez, bom at 2:57 a.m.
Dec. 30,1995 at Memorial Medical Center in Victoria.
The new arrival weighed 6 lbs., 2 oz., and was 18-inches long.
Maternal grandparents are Maxine Hodges and the late Otis
Hodges of Palacios. Paternal grandparents are Kelly and Jesse
Alvarez, Sr. of Palacios. Great-grandpa
dparents are Lorenza Alamia
of Palacios and Manuela Parra of McAllen.

The Project Council Annual
Meeting was held last Tuesday,
with the following officers for
1996 elected. Three were re-
elected to one more year as al-
lowed by the Council bylaws:
Hugh Page, president, Hal Mc-
Comic, vice president, Pat
Howarth, secretary. Joan Benge
was elected treasurer, as Alta
Cox had completed the allowed
two consecutive years. In other
business it was suggested that a
chain be put across the ramp at
the front door reminding people
to use bade door because of cold
weather and summer heat. Ap-
proved a planning committee
was appointed for the 19% ac-
tivities.

ALBERTA ELIZABETH STATTS PHELPS
Graveside services for Alberta Elizabeth Statts Phelps, 85, of
Houston, Tx. were held Jan. 3,1996 at Forest Park Westheimer in
Houston, Tx.
Mrs. Phelps was bom April 22, 1910 in Hudson, Ohio and died
Dec. 29,1995 in Tacoma, Washington. She was a graduate of Kent
State University in Ohio.
Alberta and her late husband, Dr. Kenton Phelps were long time
residents of Houston, Tx.
Survivors include daughters, Jean Dixon of Austin, Tx and betty
Dippel of Milton. Wa.; 2 grandsons, Jeffrey Roberts and Trey
Dixon; and 2 great-granddaughters.

CONSUELO H. RODRIGUEZ
Funeral services for Consuelo H. Rodriguez, 96, formerly of
Palacios were held on Jan. 3, 19% at the Palacios Cemetery with
the Rev. Casey Jarzombek officiating.
Mrs. Rodriguez was bom May 11, 1899 to Marcos and An-
gelita Pena Hernandez in Piedras Negras, Mexico. She died Jan.
1, 1996 in Houston.
A homemaker and retired educator, Mrs. Rodriguez was a
resident of Houston for the past 15 years and was a devout Ro-
man Catholic.
Mrs. Rodriguez is preceded in death by her husband Juan O.
“John" Rodriguez; one son, Jessie Rodriguez in 1982; and two
brothers and four sisters.
Survivors include four daughters, Julie Champion of Edin-
burg; Margaret Vargas of Palacios; Mary Long and De Dupree,
.both of Houston; two sons, John Rodriguez and-Pete Rodriguez,,
both of Palacios; Forty grandchildren, numerous- great-grand-
children; three,, great-great grandchildrens and numerous other,
relatives and mends.
FRANCIS GLENN PARKS
Funeral services for Francis Glenn Parks, 65, of Palacios, were
held Jan. 4, 1996 at The Chapel of Radney Funeral Home in
Mobile, Ala. with Rev. Roger Porter officiating. Internment was
in Pine Crest Cemetery in Mobile.
Mr. Parks was bom in 1930 to Lucy and Murray Alvin Paries.
He died Jan. 2,19% in Palacios.
Mr. Parks was a graduate of San Jacinto College in Houston.
He joined NASA in the early days of the space program as a
flight controller and was in charge of the East African Command
Site at Zanzibar during several Mercury flights in the 1%0’s. As
one of only 32 controllers, he later traveled extensively as a
training director for flight operations in Project Mercury and
subsequent programs.
He is survived by his mother, Lucy Parks Brooks; and sisters,
Mary Parks Nelson and Katherine Parks Steckler, all of Mobile,
Ala. He was preceded in death by his father, Murray Alvin Parks.
In lieu of flowers, memorials may be made to the Palacios
Public Library, 326 Main, Palacios, Tx. 77465.
