RACE FOR MAYOR
Watson won a five-way race for the job of
Palacios mayor in 1992, pulling 35.5% of the
votes against opponents Donald Kopecky, Billy
Holt, Dave Rolen and David Moll. She took
over the position held for the previous 12 years
by Leonard Lamar who did not ran for seventh
term.
Holst, who currently has one-year remaining
on his two-year Position 4 city council term,
served a half-term on the city council in 1969
before being elected and serving a few months
as mayor in 1970.
He was elected to his current council seat
after beating incumbent Kopecky in a two-way
race in 1993. j *
Kopecky, who is employed as Assistant
Administrator at the Texas Baptist Encamp-
ment, was elected to the first of three two-year
terms on the council in 1987 when he defeated
incumbent Jimmy Clayboum. Midway through
his third term in 1992, Kopecky was among a
field of five candidates, which Included Watson,
running for mayor. In that election, Kopecky
finished a relatively close second behind Wat-
son.
He lost his bid for re-election to a fourth
term last year, losing his Position 4 city council
seat to Holst.
(If Holst wins the race for mayor, the city
council would have the option of either ap-
pointing an individual to fill the remaining
one-year left on the Position 4 term, call for a
special election, or leave the position vacant.)

Woll is completing her second two-year term
at Position i on the city council. She was
elected to her first term on the council In 1990
by gamering 44% of the vote in a three-way
race against incumbent Winfrey Horton and
challenger Jerome Kimball. She was recocted
to a second term in 1992 against challenger
Helen Callais.
Currently retired, Homeier was employed tp
the Fiscal Affairs Dept, for the Matagorda
County Hospital District for eight years before
being hired as Executive Director of th§ Pala-
cios Housing Authority, a position she held
from 1985 to 1993.

Mata was appointed to the Position 2 city
council seat in April 1989 to fill the unexpired
term of Margaret McElrath Lynn, She was
elected unopposed to her first full term in of-
fice in 1990 and won a 63% to 37% margin of
victory over Dean Sterrett for a second term in
1992.
Alamia, a substitute teacher for Palacios ISp,

Having been through the process twice, (their first try at
prison was not successral) Cuero officials would help Palacios 1
sharing their knowledge of how to get a prison, as well as tl
mistakes made the first time they tried.
Cuero’s experience with a state prison has been so successful,
is planning to compete for another.
Here in Palacios, the prison committee is currently looks
the possibility of using a portion of the airport property as
site ror the prison should it become a reality.
Franguliie says he is in contact with State Representative Toi
Uhcr to discover exactly what would need to be done in order f<
the FA A to approve the city handing over approximately 5C
acres of airport property to the state. Franguliie added that
prison would not interfere with the airport since it is not using tl
land needed to locate the facility in Palacios.

"Roads will be needed to the prison entrance and the sewi
system will have to be up-to-date. This will have to be a coope

Franguliie and Usley noted that in Hondo, the state not ~
awarded the city a prison, it also gave the hospital $1.2 million

infirmary inside the prison, a local hospital is needed for m
serious emergencies.

Lesley said the state also looks at the locations of potenti
prison sites. The areas that would be most appealing to futu

ees and their families are all factors when a final decision
made
