The City Council Is bV law the group
which has legal responsibility as the policy-
making body of the city. Also by state law,
the council has regulatory, financial, person-
nel, and purchasing duties. In support of
policy decisions, council must identify
community needs, develop programs, and
evaluate city services. Individual coun-
cilmembers must strive to contribute toward
meeting these responsibilities.
