Citizen participation in re-
gional and local health plan-
ning will be discussed on
Thursday, January 12, 1978
at 1:30 p.m. at the Eastside
Elementary Cafeteria, 901
Second Street, Palacios, Tex-
as.
All interested citizens of
Matagorda County are invited
to attend. The meeting will be
sponsored by the Houston
Galveston Area Health Sys-
tems Agency, the health plan-
ning agency for the thirteen
county region that includes
Matagorda County.
Staff from the Health Sys-
tems Agency will meet with
citizens to discuss the forma-
tion of Sub-Area Health Coun-
cils, local advisory groups that
will identify health care pro-
blems and needs in their
communities.
The Area Health Commis-
sion, the governing body of the
Health Systems Agency is
committed to developing a
plan that is based on the real
problems of consumers in their
attempt to receive adequate
care and those of providers in
attempting to provide high
quality care at a reasonable
cost.
Statements by citizens will
be considered in developing
long and short range goals for
our area.
The public is invited to
attend this initial and import-
ant part of the planning
process.

of Labor publications useful,
says Dr. Richard Floyd, eco-
nomist in business develop-
ment with the Texas Agricul-
tural Extension Service.
One is a monthly report that
lists occupations in demand in
150 U.S. labor markets. Ac-
cording to Floyd, this free
publication of occupational
and skill shortages can be
obtained from the Office of
Technical Support, U.S. Em-
ployment Service, Room 8416,
501' D Street N.W., Washing-
ton, D.C. 20213.
Long-term employment pos-
sibilities of various professions
are forecast in the annual
"Occupational Outlook Hand-
book” which rs available at
any regional office of the
Bureau of Labor Statistics or
from the Superintendent of
Documents, Government
Printing Office, Washington,
D.C. 20402, at S7 a copy.

helpful references to any job
seekers or those looking for a

Q: My wife and I both
work, and for the past year
we have been putting our
three-year-old in a nursery
during the day. Doesn't the
new tax law give a break to
working parents?
A: Yes. The old law
allowed for the deduction of
qualifying employment-re-
lated expenses. Now, it's
been changed to a tax credit.
This means that you no
longer must itemize your de-
duction to take advantage of
this tax benefit. You must,
however, file Form 1040 to
claim the credit. A credit
reduces the tax liability
dollar-for-dollar, and addi
tional savings over claiming
the expenses as a deduction.
If you incur and pay expen-
ses for childcare, you may be
entitled to a tax credit of 20
percent of your payments
for such services.
Q: Can my insurance com-
pany cancel my family auto-
mobile policy?
A: After your policy has
been in effect for 90 days, it
may not be cancelled unless
you fail to pay the premi-
ums, or if your drivers
license or the license of any-
one who normally operates
the car, is suspended or re-
voked. If the company in-
tends to refuse to renew
your policy, you must be no-
tified 45 days before your
policy expires.

my income tax. Last year,
burglars broke into my

this loss as a deduction on
my income tax return?
A: Yes. a loss due to a
theft of property held for
personal use may be claimed
as an itemized deduction.
However, you can deduct
the loss only to the extent
that it exceeds $100. This
$100 limitation applies to
each instance of theft. Keep
this in mind, too-you may
have to prove to the Internal
Revenue Service that you
sustained the loss along with
verification of the value.
Q: Before my marriage I
owned full title to my car,
two houses-one of which we
are living in, furniture and a
small business. Since my
marriage is going sour, how
much of my estate is con-
sidered community prop-
erty?
A: According to the Texas
Family Code, everything
you owned prior to the
marriage should be yours.
Property that's acquired by
you during the marriage,
such as a gift or inheritance
is also yours. Everything
else is presumed to the
community property. This
includes earnings from a job,
rent house or business.
Sometimes, without ade-
quate records or schedules,
the ownership is difficult to
prove. As years go by and
these properties are bought
and sold and intermingled, it
