A graddal income tax Is peculiarly
a fair tax. ^
Under it the man who profit* most
by the favorable conditions maintain,
ed in the republic, will pay most for
the republic'* support.
Under it the taxes will be placed
whero they are most easily borne.
Unlike other taxoa it falls only upon
results achieved, laying no ombarass-
meut whatver upou endeavor.
Under it the poor man will have
opportunity to fay the foundation of
wealth through savings.
Under it profits will be taxed and
wages exempt: business enterprise
will bo free to cam and will make its
contribution to the public revenues
onl y out of its surplus earnings.
Under it wealth will no longer es-
cape while poverty will be invited
where now it is discouraged.
No plan so equitable has ever been
devised tor raising necessary reve-
nues. Why should not the present
congress levy such a tax as a part of
the reform work it has been co
siouod to do?—New York jjfoffd.

The otf regions of Pennsylvania
were visited last Sunday by a dis-
aster only eclipsed in the his-
tory of the century by the
flood of Johnstown three years ago.
It is impossible ss yet to give any-
thing like an accurate idea of thi loss
of life and property, it is s«ffii,o say
that not less titan 160 lives have been
lost. Nearly 100 bodies have already
been recovered and many pcoplo are
still missing. The property lost will
reach.far up Into the millions. At
Titusville the loss is estimated at
$160,000, Oil City $1,000,000, Meadville
$150,000. and Ute surrounding epun-
try probably $7,000,000 more. For
nearly a month it has been raining
throughout western and northern
Pennsylvania almost incessantly, and
for the last three or four days the
downpour in the devastated regions
has been very heavy. Constant rains
converted small streams into raging
torenls, so that when a cloudburst
came this morning the streams were
soon beyond tbfilr boundaries.
The storm iu Bell county seems to
have been more severe iu its effect
than elsewhere in the state. East
of Temple it was very severe, strik-
ing in spots. The little town of Du-
rango was almost wipfid away.
A Cortn Tuesday night, killed a
number of people In Falls county,
swept fifty or more houses from the
face of the earth, and badly damaged
growing crops.
