Kilgore aniiomices candidacy lor Matagorda County sheriff
Keith Kilgore has announced that he has re-
signed his position as Captain with the Matagorda
County Sheriffs Department. Kilgore has also an-
nounced his candidacy for the office of County
Sheriff citing his 15 years law enforcement
experience. He issued the following announcement
concerning his candidacy.
"My decision was influenced by many friends
and community leaders throughout the county who
asked me to seek this office in order to restore re-
spect and dignity to the Sheriffs Department of
Matagorda County.
"The citizens arc not receiving the quality law
enforcement they deserve. I believe that we are
heading into some of the most troubling times of
our lives, both for law enforcement and private
citizens. It is not too late to take Matagorda County
back from the criminal element that has swept over
our country. It is lime for positive law enforce-
ment, not more excuses.
"I don’t believe the citizens are aware how in-
adequate law enforcement coverage is in
Matagorda County. There are nights, including
weekends, wdicn we have only two on-duty offi-
cers for the entire county. This has become the
norm rather than the exception."
"Until last August, after the narcotics task force
was disbanded by the Sheriff, we had only one

narcotics officer. There should lie more direct
involvement with outside agencies including ad-
joining county agencies, DI’S Narcotics, Drug En-
forcement Agency, and U. S. Customs. There are
those that would have you believe these things oc-
cur. I sincerely submi' to you this type of outside
help and involvement is extremely rare. The nar-
cotics problem was identified a long time ago. It's
lime to gel serious about addressing this nightmare
before it's too late.
"It's very hard to point out law enforcement
problems without sounding negative. I'm not go-
ing to run a negative campaign. I know we have
some serious law enforcement problems; I'm pos-
itive I can solve some of them if given the oppor-
tunity.
"Complacency is a terrible thing and it has set
in at our Sheriffs office, although around election
time, interest mysteriously develops on the part ol
some.
"1 have worked extended periods of time in law
enforcement, beginning as a dispatcher, jailer, jail
supervisor, night patrol office, Identification Offi-
cer, warrant officer, Sergeant in criminal
investigation, and was promoted to Captain last
year (August 1990).
"I was bom and raised in Palacios and have
lived in Matagorda County the majority of my life.
I have two children, Jason, age 12, and Jaime, age

the Texas National Guard. My parents, Waller and
Nettie Kilgore, still reside in Palacios.
"I hold the advanced certificate which is the
highest state certificate available in law en-
forcement. I have continued my education by at-
tending numerous training seminars and in-service
training throughou' my career.
"I learned about good law enforcement around
the supper table at home as a young boy. My fa-
ther was a lawman. He instilled in me the values
necessary 'to protect and serve'." He taught me to
say what you mean and mean what you say. That
was good advice then, and it still is good advice.
"1 would not have resigned my Captain's posi-
tion and possibly jeopardized my career if I was
not absolutely convinced that county law enforce-
ment needed a change. My wife, Karen, the first
and only female patrol officer in the history of our
Sheriffs Department, has also made the decision
to resign her job.
"If given the opportunity by the Matagorda
County voters, I will assure them I will restore the
respect and integrity of our County Sheriffs De-
partment. I believe the voters agree that a change is
necessary and with God's help, 1 will continue to
do my best to protect and serve each and every
citizen of Matagorda County."

a student, teacher, principal, and assistant superintendent. 1 al-
ways found him to be very loyal and honest, dedicated to his work,
capable of disagreeing with me with sincerity, and doing what was
right.
"The most important trait he has is putting the children first,"
Holst said. "He will be deeply missed by those who like, and even
those who didn’t like him. He was an 'all school’ man."
Mize, a 1990 recipient of the "Palacios 1SD Outstanding Gradu-
ate Award," graduated from Palacios High School in 1956 and
from Wharton County Junior College in 1958. He received a
Bachelor of Science Degree from Sam Houston State University
in 1960 and a Matter of Education Degree in 1966 from Southwest
Texas State Uni versity. He holds teaching ccrti fication in both ele-
mentary and secondary subject areas and has both elementary and
secondary principalship certification.
In professional and civic areas, he has been a member of the
Palacios Lions Club and served on the Palacios Medical Founda-
tion Board, the Senior Citizens Board, and the Palacios Little
League Association. He holds membership in the Texas Suite
Teachers Association, Association of Texas Professional Educa-
tors, Texas Elementary Principals Association, Texas Association
of Secondary Principals, and Texas Association of School Busi-
ness Officials. He has also been an active member of Trinity Bap-
tist Church.

As always, West said her firm
is willing to work with any
delinquent taxpayers. As long as
delinquent taxpayers arc making
payments, she said, "we will

In other action, the council,
because of a need to acquire
more land for its Park and Ride,
unanimously approved a resolu-
tion to dedicate a parcel of land
as permanent park land. The land
involves an extension of the 7th
Street right-of-way from
Johnson to Ritchie.
Since certain park lands have
been designated for use as a
parking lot in the Park and Ride
project, the city was advised by
R.G.S. Associates, the firm
handling Park and Ride, to miti-
gate another segment of city land
of like value and size for park
land.
Councilmembcrs Chris Woll
and David Rolen disagreed over
how the resolution should be
worded.
“I don’t want any part of it if
we’re going to have to go back
and work it,” said Rolen. He
said he wanted to make sure the
city was not putting itself in a
situation where it would have to
develop the land later, because,
“we have no money to work
with."
Palacios Mayor Leonard
Lamar told council the city was
not under any obligation to de-
velop the land. He. said other
parks in town were designated as
parks, and said, “that’s all we
have to do with this piece of
property,” besides regular main-
tenance in the form of mowing
the grass.
“That doesn't mean any-
thing,” Rolen said.
When Rolen wanted specific
wording in the resolution that
said the city did not have to de-
velop the land, Woll cautioned
that if council was not careful,

resolution, which stated the land
must always have a “grass
covering,” Woll said she thinks
the resolution will be coming
back to council in another form.
"We don’t have the exact
boundaries of the land and we
don’t know the number of square
feet that arc involved,” said
Woll. “1 think we’ll have another
round on this.”

nounced candidate, Reis had not
officially filed with the county
chairman's office as of Monday,

individual had filed as a candi-
date in the Republican primary.
Now that the resolution has
been passed, Rolen said any
changes to the land would now
have to come through the city,
which he said was not the case
before.
“All this thing (resolution) is,
is it’s not going to allow anyone
outside the City of Palacios to tell
us that we have to do something
with it (land) that we don’t want
to,” commented Rolen.
