Beacon guidelines for
political announcments
With the candidate tiling season for the 1992 Democratic and
Republican Primaries underway, and with the 1992 elections lor
city council and school board to follow early next year, here are
the Palacios Beacon's guidelines for candidate announcements
and political advedising.
1 There is a $ 10.00 charge for the first statement of candi-
dacy, which will include the candidate's state and photo (if a' nil-
able) . This also includes a listing in the Beacon's candidate
listing which will run through the primary election (or city/school
elections). It is requested that the candidate's statement not
exceed 2 double-space typewritten pages. Additional space will
be charged at the regular advedising rate.
2. Except for strict news coverage by the Palacios Beacon, all
future announcements, submitted statements or any other mate-
rial submitted by the candidate, or on the candidate's behalf, will
be considered advedising and charged at the Palacios Beacon 's
regular advedising rate.
3. As required by law, all political advedising must be paid in
advance.
4. As required by law, all political advedising must include the
name and address of the person(s) or organization paying forthe
advedisement and, it an organization, must include the name of
the treasurer.
5. The Palacios Beacon will not publish any Letters To the
Editor in suppod, or opposition, to any candidate. Such submis-
sions will be considered advedising and subject to regular adver-
tising rates.

Preparations for new Palacios Post Office
A BULLDOZER grades the land as construction begins
for the new Palacios Post Office being built at the
corner of Henderson and 7th Streets. The new facility,
being constructed by Russ Lambert and J. E. Brown
Joint Venture of Trenton, Tex., will contain 6,500
square feet, nearly double the amount of space of the
current post office. According to Postmaster George
Gunter, tentative completion is expected in March.
"We're looking forward to the new building, but not so
much to all the hassle involved in the move,"
commented Gunter. One of the aspects of the new post
office which pleases not only Gunter, but postal
customers as well, is that it will have 30 parking
places. That compares to only four at the existing

Despite a significant drop in
its most recent check, the City of
Palacios finished ahead of last
year's state sales tax rebate fig-
ures.
The total amount of rebates
for 1991 to Palacios amounted
to $110,743. That is up 8.06%
from the $102,487 received
during all of 1990.
The increase comes despite a
35% drop in the year's final re-
bate check to the city. The De-
cember check amounted to
$5,313.24 as compared to the
$8,217.85 rebate the city re-
ceived last December.
The percentage increase for
the city was in-line with the

statewide average. According to
State Comptroller John Sharp,
rebates to the 883 Texas cities
which levy a city sales tax were
up nine-percent for the year,
$l.2-billion as compared to $l-
billion last year.
The city sales tax is collected
by merchants and businesses
along with the state sales tax. It
is turned in monthly to the State
Comptroller's Office which in
turn rebates the local share. The
December checks include taxes
collected on October sales and
reported in November.
Among nine area municipali-
ties which levy a city sales tax,
LaWard reported the largest per-
centage gain of the year.
LaWard's rebates increased from
$2,821 in 1990 to $6,129 this
year for a percentage gain of
Ken Armbrister
seeks re-election
as State Senator
Ken Armbrister of Victoria
has announced he will seek re-
election to a third term as District
18 State Senator.
Armbrister, who was first
elected in 1986, will be a candi-
date in the March 10th Demo-
cratic Primary.
Housing Authority
slates new hours
The Palacios Housing Au-
thority will initiate new office
hours beginning Dec. 16. The
new hours will be 8 a.m.-l p.m.
Monday through Friday with the
exception of holidays.

55% with $76,748 in rebate

to $51,934.
Bay City reported a smaller
gain for the year, up 12% with
$1,344,527 while Port Lavaca
increased 11% to $1,077,476
followed by El Campo with a
gain of 6% to $903,950. Ganado
registered onjy a 1.46% increase
with $88,790 in rebates for the
year.
In a comparison of area
counties, Wharton County led
the way with rebates up 30% at
$2,017,673 followed by Cal-
houn County up 14% at
$1,206,159, Matagorda County
up 12% at $1,455,271 and Jack-
son County up 5% at $618,751.
