"One year ago l offered my-
self to the votercititens of Pala-
cios for Position 4 on the Pala-
cios City Council. You demon-
strated your confidence in me
by a 70% to 30% majority vote.
In the time since taking office, I
have worked hard to bring about
needed change and improve-
ments in our city. As you know,
the needs of our city arc many
and there are few dollars to fix
all that needs fixing.
‘•Nevertheless, the recom-
mendations of the infrastruc-
ture Committee of 1992-93’
have been an excellent place to
stan, and start we have. The city
council has worked well together
to make a strong stan, but that is
not enough. A* I stated last May,
‘Our first priority must be to
improve the organization and
management of our city govern-
ment. ’
‘‘My fellow citizens, at the
present time this priority has
been only partially accom-
plished. To accomplish a well-
organized and managed city, we
must have a high degree of coor-
dination and cooperation be-
tween the Mayor, Council and
Citizens. Once this happens we
can all get down to the serious
business of solving our infra-
structure problems and other
needs. Without a well-organized
and managed city, progress will,
at best, be slow.
“If you, the citizen voters,
will consider voting to elect Geo.
Holst as your Mayor, you will
be assured of proven leadership,
experience, conservative finan-
cial responsibility, proven man-
agement skills, courage to make
difficult decisions, proven fair-
ness, record of honesty anddedi-
