leet of limber bulkhead lo be con-
structed at three sites in Collegeport

course to the order of the Matagorda
County Palacios Seawall Commission
in an amount not less than five percent
(5%) of the bid submilled as a guaran-
tee that the b'dder will enter into a
contract and execute bonds and
guarantee in the lorms provided within
fifteen (15) days after Notice of Award
el contract to him. Bids submitted '
without the required check will not be
considered.
The successful bidder will be required
to purchase and furnish a Performance
Bond and a Payment Bond, each In the
amount of the contract written by a re-

DISCHARGE PERMIT RENEWAL
Matagorda County, Box 61, Midfield,
Texas 77418 has applied lo the Texas
Water Commission lor renewal ol Per-
mit No. 13591-01 which authorizes a
discharge of treated domestic wastewa-
ter effluent al a volume not to exceed
an average How ol 30,000 gallons per
day from tha Midlield Community
Wastewater Treatment Facilities. The
plant site is south ol the Community ol
Midfield, approximately 1,200 leet
southwest ol the intersection of State
Highway 71 and Slate Highway 111 In
Matagorda County, Texas. The effluent
is discharged Into an unnamed
drainage ditch: thence to Wallace
Creek; thence to Tres Palacios Creek in
Segment No. 1502 ot the Colorado-„.
Lavaca Coastal Basin.
In accordance with lhe Texas Surface
Water Quality Standards, the Commis-
sions stall must determine the existing
uses lor the receiving water in the area
of the proposed discharge. The unclas-
sified receiving waters of the unnamed
drainage ditch have no significant
aquatic life uses. The designated uses
for Segment No. 1502 are contact
recreation and high quality aquatic
habitat. The effluent limitations in the
draft permit will maintain and protect
the existing instream uses. All deter-
minations are preliminary and subject
to additional review and/or revisions. ;
The Executive Director ol the Texas

Go-Texan Barbcque Cook-Off
dance last Saturday night; many
of them were all-day visitors to
the event. Of the nearly 30 cn
tries in the cook off itself, Mrs;
place went to the "Easy Rollers
team of Palacios. Jacob Frick
was chief cook for the crew, as
sisted by James Rcue, Jim
Weaver, Danny Broadwater and
Rick While.
There was a tic for second
between two Bay City teams,
"The In-Laws" led by James
Stephens and "We Nukcm’ BBQ
Crew" with Kevin Stedman,
chief cook.
This was the first year for a
domino competition at the Go-
Texan affair and 16 men and
women entered, Kenneth Martin
•of- Bay -City-took- first -and-Tom -
Cumuli of Blessing placed sec-
ond.
Billy Jalufka and Mike Pierce
of Blessing (a pair with plenty of
pitching practice) won the men's
division horseshoe event, while
Palacios gals dominated the
women's. Joyce Harvey and
Estclla Alamia teamed up to take
first with Luz Arredondo and
Addic Zarate coming in second.
Mikcy Piwonka of Markham
and Danny Galvan of Blessing
took honors in the boys' division
with Bill Crow of El Maton and
Jake Frick of Palacios captured
second.
D'Lynn Griffith of Palacios
and Annie Richardson of Mid-
field took the girls' division
horseshoe toss.
Washer pitching is a variation
Of horseshoe pitching and Mario
Jasso and Sylvester Hernandez
of Bay City showed them all
how to do it.
Barbara Middleton of Bay
City won the. quilting
competition and the terrific trio of
Jimmy Stewart, Danny Savage
and Robert Doguet won an event
entitled "Team Penning."

Water Commission has prepared a draft
permit which, if app ove.1 by (he Com-
mission, will specify conditions and
limitations generally the same as those
currently enforced oy the existing per-
mit except that effluent iimitations for
minimum dissolved oxygen concentra-
tion have been added. The renewed
permit would also make provisions for
disposal ol sludge more stringent, it is
proposed that the expiration date ot ihe
renewed permit be speci.ied as mid-
night, live years after date ol Commis-
sion approval.

Texas Water Code and 31 TAC Chapter
305 ol the Rules ol the Texas Water
Commissioi.
No public heating will be held on this
application unless an alfecied person
who has received notice ol the applica-
tion has requested a public hearing.
Any such request lor a public hearing
shall be in writing and contain (1) Ihe
name, mailing address and phone
number ol the person making the
request; and (2) a brie' description of
how the requester, or persons
represented by the requester, would be
adversely atlected by the granting ol
the application. II the Commission
determines that the request sets out an
issue which is relevant to the
application, or that a public hearing,
should serve the public interest, the
Commission shall conduct a public

part of a speech made by a ma-
rine general (Vietnam vet) to his
troops the other day. He told
them that the lesson remembered
from Vietnam was to always
have respect and love for those
about you. One cannot survive
in battle without the complete
trust and faith of your buddies.
Of course, this is true in every-
day life also.
No matter what we do or say,
we will be misquoted and con-
demned by some folks. The
most frequently heard statement
coming from those in charge
when being quizzed by the media
folks is "1 did not say that." Us [
common folk can let some of the 1
flak blow by and just ignore it;
but those generals, admirals, etc.
cannot afford to be misquoted r
too many times. '■
Just remember, that no matter
what is said and done, God has a
reason for all this. We may not
understand in our life here on
earth, but someday we will. So
keep asking for his guidance r

helping your fellow man.

City Council for backing the "old
man" up in an unpleasant situa-
tion. This is all working out a
