Council tells petitioners to give
alcohol ban a chance to work

Council chambers were filled
to overflowing at its regular
meeting Monday, and there was
no two-for-one special.
Almost 40 people attended the
meeting. Most of them came to
express their dissatisfaction over
the City ordinance which council
passed at its last meeting banning
aldohol in all city parks.
“I don’t think it’s doing any-
thing but hurting the city of
Palacios," said Dean Stcrritt.
While Stcrritt said she docs not
want all the bad results which
come from abuse of alcohol, she
added, “We’re not solving it;
(problem) the right way by
hurting Palacios.”

Adrian Watson to rescend or

whose idea it was to ban alcohol,
said if this has proven to be a
complete failure at that time then
council would consider putting it
to a public vote.
“The reason I don’t say that
right now is because a referen-
dum will cost the city over
$5,000,” commented Rolen.
When asked his thoughts after
the meeting, Rolen said, “I think
it’s sad when the whole town
survives on a can of
Budwciser.” He said he was glad
to see this many people united
over any cause, but added he
does not think the ordinance will
hurt the city in the long run.
Watson and Murphy were on
the agenda lo speak on behalf of
the citizens opposed to the
ordinance.
Murphy showed council all
the petitions which have been
around town for several weeks.
She said there were more than
1,000 names on them.
“I will turn them over to the
city but I would like to have
copies of them back," she said.
Murphy said the new ordi-
nance should not have been
added since drinking in the parks
has been allowed until now.
“The reason the ordinance is
there is because times arc
changing,” replied Council-
woman Lucy Mata.
Pointing to all the fundraisers
in city parks which have in-
volved alcohol Murphy said,
“For every beer that’s been
drunk little Johnny gets his
glasses or someone gcLs to go to
camp."
Murphy had no comment after
the meeting.
Watson’s comments mainly
centered around written ques-
tions he had presented to coun-
cilmembcrs last Friday. One such
question asked if council did not
think the laws on the books to
curb the abuse of alcohol were
good enough. Rolen did not.
“No law currently regulates
consumption, they regulate in-
toxication,” said Rolen.
Also, like many, Watson
wanted to know how many
complaints there have been down
on the bayfront, one of the areas
affected by the ordinance.
Therefore, council got the Pala-
cios Police Department to spend
16 hours to research as many
calls as they could.
From July 4,1990 to July 31,
1991, there have been 91 com-
plaints according to Police Chief
Don Gullett. He said about 20
calls were for public intoxication.
The majority of the rest were for
loud noise.
Objecting to part of the word-
ing in the ordinance, Watson
wanted to know if it was illegal
for someone in a park to unload
beer from a car to a boat. He said
he did not agree with that.
“You don’t have to agree with
it but you have to understand it,”
replied Rolen.
“As long as the person does
not have a beer in his hand while
he is unloading it’s okay," said
Gullett.
Getting down to what he
called the “meat” of his argu-
ment, Watson obiected to the
$100 permit fee organizations
must pay under the new ordi-
nance, if they want to serve al-
cohol while having a social
function in a city park.
Pointing to how much money
such organizations as Bayfest
make, Watson said, “That money
has been rolled back into the city
parks.” He said if organizations
must get permits it would put a
great squeeze on how much
monev that organization takes in.
After the meeting, Watson
said the council’s decision was
“predictable.” When asked what
his next step is now, “Abide by
the ordinance,” he commented.

BEER BOTTLES and cans are great for holding a cold
brew, but they make for lousy landscaping decora-
tions. Picking up the morning-after discarded empties
and sweeping up busted bottles has become almost a
ritual for many businesses which are located near wa-
tering holes. Although many taverns have trash cans
handy, some departing/arriving patrons apparently find
it more convenient to just leave their bottles and cans
