WHO MAY VOTE IN THE ELECTION?........................Any resident of the City who owns taxable property, who has
lived in Texas one (1) year and in the County six (6) months prior to the election and who has a 1965 poll tax receipt
or exemption.
CAN THE VOTER VOTE ABSENTEE?

ABOUT THE BONDS
HOW IS THE MONEY TO BE SPENT?...............................Over a period of approximately five (5) years for Street
and Drainage Improvements, more specifically as follows: ' h

WILL THE BONDS BE SOLD AT ONCE?......................No. The bonds will be issued in installments when and as needed
and as our Assessed Valuation increases. It is contemplated that approximately $640,000 of these bonds will be sold and
issued in the 1965/66 fiscal year.
WILL TAXES HAVE TO BE INCREASED? .............. NO, ABSOLUTELY NOT. It is anticipated this program will be
spread over a minimum of five (5) years in order that it can be financed WITHOUT A RAISE IN TAXES.
WHY WON’T TAXES HAVE TO BE RAISED?.................. Due to Carrollton’s rapid growth the past three years, the
assessed tax rolls have increased an average of $7,000,000 per year. This improvement program is based on a minimum
increase of assessed valuation at the rate of $5,000,000 per year for the next five (5) years.
WHAT IS MEANT BY STREET REHABILITATION?............. A complete rebuild of existing streets that are either
dirt or low grade asphaa construction. Example of these types of streets are Donald, Jackson, Brake, Kirby, Erie,
etc. These streets will receive curb and gutters and five (5) inches of reinforced concrete.
WHAT STREETS WILL BE RESURFACED? .................... Existing streets that are now curbed and guttered. Base
failures will be repaired and the entire street resurfaced. Example of these type of streets are Denton Drive, Crosby
Road, etc.
We believe that it is the responsibility of all citizens to be informed on such matters which are vital to the welfare of
our community. We have chosen this means of giving you the facts on the proposed street improvement program.
This program has been extensively studied by the City Council in conjunction with the City Administrative Force, City
Engineers, Bond Attorneys, and Financial Advisors, and we urge the CITIZENS OF CARROLLTON to adopt this pro-
gram by going to the polls on May 11th.
Your City Council is unanimous in submitting this program, and our Civic Organizations have endorsed it. We urge you
to support the progress and development of our City by voting “FOR’’ the issuance of these bonds.
