FARM BILL: Senate recently
passed the agriculture appro
priations bill, voting $716,779,000
for the Agriculture Department
for the 1954 fiscal year. That’s
about $20,500,000 below appro-
priations for the current year.
The bill provides $195,000,000
for payments to farmers carry-
ing out soli conservation prac-
tices. The Administration had
asked $140,000,000 for this pur-
pose.
We were able to get the lend-
ing authority of the REA for
the year 1954 Increased from SO
million dollars—as provided in
the House bill—to 45 million.
Lending authority for rural tel-
ephones was raised to 67 million
from the 50 million provided in
the House measure. These sums
will be used only for loans, of
course—and the co-ops have an
excellent record of repayment.

WHEAT PRICES: Wheat led
a sharp downturn in commodi-
■ ties. Prices tumbled to some of
the lowest levels in three years.
Prospect Is that this sum-
mer's harvest will pile up a sur-
plus of over 700 million bushels.
As this is written, legislation is
planned to set the minimum
planting allotments for next
year at 66 million acres. With-
out passage of this legislation,
plantings would have to be re-
duced to 55 million acres. This
might lead to growers disap-
proving marketing quotas and
thus losing high level price sup-
port.

COTTON QUOTAS: Drastic
rul backs in cotton acreage In
Texas and several other States
would be prevented by passage
cf legislation recently intro-
duced in the House.
This legislation would base
acreage allotments on average
production for the last three
years, would limit reduction to
25 per cent in any State. The
present formula would compel
an overall cutback of 39 per
cent in Texas.

COTTONSEED: Farm Secre-
tary Benson has expressed re-
luctance about continuing price
support program for cottonseed.
The piescnt program supports
cottonseed at 90 per cent of par-
ity, the same level at which
wheat, com. tobacco, rice, pea-
nuts and cotton are supported.

But the law only permits—does
not require—support for cotton-
seed.
About half the products from
last year’s cottonseed crop are
said to have been turned over
to the Government under the
support program. Included In
the Government’s holdings are
nearly a billion pounds of cot-
tonseed oil. That's almost as
much as Is used In food prod-
ucts in a year’s time.

Farm Census of 1950 has just
been Issued. It shows that, when
the Census was taken, Texas
had 331,567 farms. That was
86,435 fewer than in 1940. But
this smaller number of farms
took In 7,705,642 acres more
than the larger number of
1940—for a total of 145,389,014
acres.
