Red Ribbon Week to
place emphasis on
'Drug Free Palacios'

Mark and Helen Kilroy will
be special guests at two of the
activities during "Red Ribbon
Week" Oct. 18-29 sponsored by
the Palacios area chapter of Tex-
ans War on Drugs.
The special community-wide
observance is part of the nation-
wide "Red Ribbon Week" em-
phasising a drug free environ-
ment. Locally, the theme will be
"Drug Free Palacios." Special
emphasis during "Red Ribbon
Week” will be the wearing of red
ribbons, window poster displays
in area business, school pro-
grams, a drug free community
rally and a Family Walk and
weiner roast.
The Kilroys, who live in
Santa Fe, are leading figures in
the war against drugs. Their son,
Mark, was a University of Texas
student who was murdered by a
dmg-related cult near Matamoras
last year.
The Red Ribbon campaign
originated when Federal Agent
Enrique Camarena was murdered
by drug traffickers in 1985. The
Red Ribbon became the symbol
to reduce the demand for drugs.
The Texans' War on Drugs
sponsors the campaign in Texas.
Nationally, the campaign is
sponsored by the National Fed-
eration of Parents.
The purpose of the campaign
is to present a unified and visible
commitment toward a drug-free

In Palacios the start of Red
Ribbon Week coincides with
homecoming at Palacios High
School. At 6 p.m. Thursday,
Oct. 19 a downtown
"Homecoming-Drug Free Pala-
cios" parade will take place.
On Friday, Oct. 20 State Rep.
D. R. "Tom" Uhcr will address a
pep rally at 2:30 p.m. in the high
school gym. That evening red
ribbons will be distributed at the
homecoming game between
Palacios and Sweeny.
The Kilroys, along with city,
county and state legislators and
local pastors will speak at a drug
free rally at 7 p.m. Sunday, Oct.
22 in the pine Arts Building.
The following Saturday (Oct.
28) a Family Rally Day will be
held which will include a
"wellness program" at 3 p.m. on
the Palacios pavilion. All
families are invited to participate
in a Family Walk for a Drug Free
Palacios at 4 p.m. along the sea-
wall. After the walk the Kilroys
will join the public at a weiner
roast.
Investigating accident scene
POLICE officer Tommy Tobias checks out the damage
to two of the vehicles involved in an accident last
Friday at the intersection of 4th and Henderson.
According to police, a 1989 Oldsmobile driven by Lisa
Lopez, 17, of 900 Lucas was eastbound on Henderson
when it turned in front of a westbound 1984 Toyota
driven by P.obert DeLeon, 20, of 138 Sandpiper. The
impact sent the DeLeon vehicle into a third vehicle
which was not damaged. Lopez and a passenger, Alria
Pequeno, 59, were treated for minor injuries. Also
receiving minor injuries were DeLeon and passenger
Jolynette DeLeon, 20. A four month old boy in the
DeLeon vehicle was uninjured. (Beacon Photo by Nick

Felix Kubosh elected
to SWCD board seat
Felix A. Kubosh of Pledger
was recently re-elected to the
Matagorda County Soil and Wa-
ter Conservation District board of
directors October 3. Kubosh
represents zone 5 of the district.
The purpose of the Matagorda
SWCD, with headquarters in
Bay City; is to promote sound
soil and water conservation pro-
grams on farm and ranch lands
within the district and to serve as
a voice for farmers and ranchers
on conservation matters., |
As one of therfrve individuals
serving on the board Of direc-
tors, Kubosh will be responsible
for district policies and
procedures for carrying out the
district program within the
framework of the Texas soil

Retired Van Vleck Postmaster
Daniel B. O'Connell was
charged today with five counts of
misappropriation of postal funds
and five counts of issuing postal
money orders without paying for
them. Postal losses may exceed
$135,000. The information was
filed at Galveston, TX before
United State Magistrate Charles
B. Smith. Mr. O'Connell is
currently free on $10,000 per-
sonal recognizance bond and trial
has been set for November 20,
1989. Allison T. Brown, Postal
Inspector in charge of the Hous-
ton area announced that the ten-
count information resulted from a
criminal investigation begun by

untary nature to the landowner or

The District started its opera-
tion in November, 1949, to pro-

misappropriation charges
Postal Inspectors in May of this
year.
Postal Inspectors identified at
least 30 days, beginning on Oc-
tober 26, 1988, on which postal
money orders were issued with-
out paying for them. On other
occasions, the now retired post-
master would receive funds from
customers for post office box
rental or postage meter settings
and convert the funds to his own
use.
On October 2 of this year, Mr.
0'Cpnne(l made restitution in the
amount of $135,000. Mr.
O'eoflrieH concluded his 21
years as Van Vleck Postmaster
by retiring on June 2,1989.
