There are several things going on this week in the City-By-
The-Sea that you sure wouldn't want to miss. For all. the
sportsmen, conservationists and anyone else who just
wants to have a good time, there's the annual Ducks
Unlimited Banquet Friday at the Eagles Hall. The
evening begins with cocktails at 6 p.m. followed by a BBQ
dinner at 6:30 p.m. and the raffle and auction at 7:30 p.m.
Tickets are $20 (including membership) and $10 for
spouses: Tom Jones is heading up the event.....The
lovely ladies of the Alapha Club will hold their annual
Spring Luncheon and Style Show on Saturday at
11:30 a m. at the Baptist Christian Life Center.
Tickets are $6 and can be bought at City State Bank,
Gullett's Fashions or Hamlin's Minlmax.....Also, don't
forget the Senior Center gumbo fundraiser on
Friday....Bay City will have a Will-Mart Discount Store
come this spring. The firm anno6nced that it would begin
construction on a 85,899-square foot, 36-department
facility this spring on Hwy. 35-East....Meanwhile, not to be
Outdone, K-Mart has also announced plans to building a
new 86,467-square foot store near its present store in Bay
City....The Golden Cresent Regional Planning
Committee has given its endorsement to a Calhoun
County Navigation District plan for a $36.4 million
port improvement project. The port project is to help
support the $1.32 billion expansion of Formosa Plastics
at Point Comfort.....Not every call from Playboy magazine
means you are being asked to bare-all on its pages. In
fact, DPS Trooper Braxton Morton got such a call for
an /entirely different reason. Braxton, who is a PHS
graduate and son of Billy and Delilah Morton, is a
trooper in the Huntsville area. It so happened that last year
he had issued a speeding ticket to a Playboy
photographer traveling through the Lone Star State. No,
the picture-taker didn['t want Braxton to peel for Playboy,
nor did he call to try and weasel out of the ticket. It appears
that the photographer was impressed with Braxton's
professionalism and even more impressed that some
Troopers use high-tech Ford Mustangs as pursuit
vehicles. Hearing the tale of their heavy-footed
photographer, the editors of Playboy thought that the
DPS and their Mustangs would make an interesting story.
After getting approval from DPS higher-ups, a story was
done on Braxton, the DPS and their fast cars. It is
scheduled to be on the newsstands this summer. (Of
course, you will be hard pressed to find a copy of
Playboy on sale in Palacios)....

Bill would require economic
impact study on rule changes

A bill which would require all
state agencies to consider the lo-
cal and regional economic impact
of the rules they adopt has been
introduced in the Texas Legisla-
ture by Dist. 18 State Sen. Ken
Armbrister.
Under current law, a state
agency is required to consider
the impact of its rules on local
governmental entities, but not the
local economy in general. Arm-
brister's bill would mandate that
agencies seek a Comptroller's
report before posting and adopt-
ing the rules. That Comptroller’s
report would include information
on the gain or loss of jobs, the
effect on business competition
and the potential for adverse
economic impact.
"It makes no sense for the
Legislature to adopt laws de-
signed to enhance economic de-
velopment, then place the actual
process of rule-making in the
hands of an agency which is not
required to consider the impact
on a local or regional economy,"
Armbrister said.
He said a perfect example in
Dist. 18 is the recent adoption of
rules limiting the catch of redfish
adopted by the Texas Parks and
Wildlife Dept.
"Commercial fishing, sports
fishing and the tourism industry
were all impacted by these rules.
And while the commission acted
properly under its current proce-
dures, this bill would make them
at least consider the adverse eco-
nomic situation it placed on the
coastal residents in this senatorial
district," said Armbrister.
Firm receives contract for
Phase V of seawall project
E&C Group International,
Inc. of Spring, Texas has been
awarded the contract for Phase V
of the Matagorda County-Pala-
cios Seawall Commission project
along Tres Palacios Bay.
E&C Group was the low bid-
der for the project with a bid of
$714,564. The project will in-
clude construction of approxi-
mately 700 linear feet of alu-
minum sheet pile bulkhead from
Hwy. 35 east to Brooking's
Yacht Harbor No. 1. Also in-
cluded will be the construction of
approximately 3300 linear feet of
timber bulkhead along Tres
Palacios River Road from John-
son Timber Slough south toward
Collegeport.
The anticipated start-up date is
March 1 with estimated comple-
tion by August, 1989. The plans
and specifications were prepared
by Jones and Neuse, Inc. of
Houston.
