Thomas Hydrocarbons
Thomas Hydrocarbons of
Weatherford have brought
two successful wildcats on
line in Palo Pinto County.
The ventures included the
No. 1 Roberson, two miles east
southeast of Metcalf Gap, and
the No. 3 Hart, about one mile
northeast of Graford.
The Roberson well showed
it can flow 2,715,000 CF gas
per day on a 20/64 choke. It
registered 1,226 PSI flowing
tubing pressure. The well was
bottomed at 4,059 feet and will
produce form a set of
Congloemrate perforations,
at 3,982 to 3,986 feet into the
hole.
Thomas' other success was
at the No. 3 Hart. This well
showed it can flow 93 barrels
of 46 gravity oil daily on an
18/64 choke. It was drilled to
4,405-ft. TD and was
perforated to produce from the
Conglomerate at 4,068 to
7,074 feet.
Flowing tubing pressure
was gauged at 150 PSI.

Haywood said that since
the time of announcement of
the Reagan administration's
"Treasury II" tax plan, the
industry has learned more
about the details of the
proposal and is justifiably
concerned. He cited an
analysis by Arthur Young &
Company, a nationally
respected accounting firm, as
providing documentation on
the distribution of the fiscal
impact of the proposal.
"According to the data, in
the next 5 years, $5.6 billion
will be taken from the
industry and sent to the
federal treasury. This means
fewer wells drilled and a loss
of jobs in the oil and gas
industry. It also means our
reliance on imported energy
(he recession which began in
1982. Drilling rig
in Texas has decreased by
33% during the past six
months. Crude pries* have
dropped some 26% sines 1961,
while natural gas prices at the
wellhead continue to drop
steadily. The number of
industry related jobs has
decreased by 33,000 sines
1981 and the resulting loss of
employment in allied
industries is much greater.
"The key factor considered
before investing in an oil and
gas venture is economics.
Should percentage depletion
and tax deductiona for
drilling expenses be lost, then
the profitability edge could be A
lost. That would not be good W
national policy," Haywood
said.

analysis of the tax proposal

Strategic
Petroleum
Reserve
° The Strategic Petroleum
Reserve is the Nation's
"insurance policy" against
future oil embargoes or
similarly drastic inter-
ruptions in petroleum
supplies. The Reserve
currently contains more than
470 million barrels and will
contian 489 million barrels by
September 30, 1985.
0 The 489 million barrels
expected to be in storage at
the end of the current fiscal
year will provide the same
amount of protection against
a severe disruption in energy
supplies that a 750-million
barrel reserve would have
afforded six years ago.
° The amount of oil now in
the Strategic Petroleum
Reserve easily exceeds the
amount of crude oil in the
Nation's private stocks.
turn of the century, Texas
Land Commissioners have
very carefully reserved the
state's minerals. Now the
Supreme Court wants to give
away something that surface
owners never paid for."
Mauro explained that when
the surface rights to the land
in question were sold at the
turn of the century, they were
sold at a price that did not
include the mineral rights to
the property because it was
understood that the state
retained those minerals.
"When the state sold this
land under the State Lands
Act, it was very clear that
there never was any intention
to sell the minerals to the
surface owners as well,"
Mauro siad. "I'm very
surpirsed that the Supreme
Court has given away
something for nothing."
The Texas Supreme Court
ruled Wednesday that the
state does not own the coal
and lignite under 817 acres in
Webb County even though it
owns the mineral rights.
.....- — — - gave
ownership of the minerals to
the owner of the surface
rights.
According to Land Office
estimates, $918 million in
revenues from hard minerals
on 6 million acres on which
the state has dual ownership
could be affected over the long
term. The minerals affected
by the decision include talc,
molybdenum, silver, mercury,
limestone, bentonite, kaolin,
gypsum, barite and fluorspar,
o '"This case could have major
negative implications for the
state and for the school-
children of Texas," Mauro
said. "As much as $918
million in future revenue
dedicated to the Permanent
School Fund could be
affected."
