TV SPECIAL
A special program to
explain the functions of
the Cotton Research and
Promotion Program is sch-
eduled to be shown on TV
December 7 at 9:00 p.m.
on Channel 3 (NBC). This
is to explain the upcoming
Referendum to be con-
ducted this month on the
Ammendment to the Cot-
ton Research and Promo-
tion Act to increase the pro-
ducer assessment.
According to our infor-
mation, this should be
a very informative program
and we urge all cotton pro-
ducers to watch it.
Ballots on the Referen-
dum will be mailed from
this office on December 8
to all persons who shared
in the production of cotton
in 1976.
WHEAT PREVENTED
PLANTING
The normal planting per-
iod for wheat and barley
is considered to be Oct-
ober I through Decem-
ber 15. If a producer
cannot plant during the
entire normal planting per-
iod, a request for pre-
vented planting must be
filed within 5 days after
the normal planting per-
iod.
If you were prevented
from planting, the appli-
cation must be filed not
later than December 20
to be eligible for prev ented
planting credit.
CROP AND LIVESTOCK
REPORTS
During the last half
of November and in Dec-
ember, some 75.000 farm-
ers will receive either a
crop or livestock question-
naire from the Texas Crop
and Livestock Reporting
Service. Accurate estima-
tes are of even greater
importance in light of the
supply-demand situation
facing agriculture today.
Data collected in this sur-
vey will provide an ac-
curate picture of agri-
culture for each county and
the state of Texas. Each
farmer who receives a
questionnaire is urged to
fill it out carefully and
return it promptly to the
Agricultural Statistation in
Austin. Individual reports
are confidential and used
only for state and county
estimates.
INCREASE IN LOAN
RATES

must be stored in an
approved warehouse.
Loans mature eleven
months after being made.
The variable interest rate
is now 7'/j%. A loan ser-
vice charge of $6.00 plus
$1.00 for each warehouse
receipt over one, will be
deducted from warehouse
loans. If interested, con-
tact your ASCS office foi
further details.
1977 COTTON PROGRAM
A National base acre-
age allotment of 11,000,
000 acres has been es-
tablished. The prelimin-
ary loan rate has been
set at 42.58 cents per
pound, applicable to mid-
dling one-inch (micronaire
3.5 through 4.9) net
weight, at average location
in the U.S.
A target price will be
extablished and announced
after January I. Disaster
payments will again be
in effect, and the dis-
aster payment rates will
also be announced after
January I.
WIND EROSION
PRACTICE
Additional funds have
been received for estab-
lishing grass under the
special wind erosion con-
trol practice, and nearly
all applications filed have
now been submitted to the
SCS for a determination
on eligibility of the land
and practice needs.
Due to the workload
involved in checking all
the farms, we will accept
no applications after Dec-
ember 10. This is to allow
time for the SCS to det-
ermine eligibility before
the December 31 deadline.
