County airport to participate
in TxDOT maintenance plan
County Commissioners voted
their approval Monday morning of
an agreement by which the Texas
Department of Transportation
(TxDOT) will assist the county in
providing routine maintenance to
the airport here.
The “Pilot Program” involves
airports within five transportation
districts which were selected by
TxDOT. The department will pro-
vide needed routine items of main-
tenance including crack repair,
seal coats, herbicide application,
striping and sweeping at the facil-
ity.

TxDOT provides matching
funds for the work on a 50% basis
in an amount not to exceed $10,000
annually at each airport.
“I feel that this new program is
a major step forward in our joint
efforts to improve and maintain
the Texas Airport System,”
TxDOT Director David S. Fulton
said in a letter to Hemphill County
Judge Bob Gober.
The program is designed in
conjunction with TxDOT's F ive-
Year Aviation Capital Improve-
ment Plan, whose aim is to build
and maintain an adequate airport
system throughout the state. The
pilot program stresses the impor-
tance of routine maintenance in
order to extend the useful life of
existing airport facilities.
Through the Capital Improve-
ment Plan, Hemphill County Air-
port may be eligible for major
rehabilitation work in the next few
years. In anticipation of the need
for matching funds, the county has
set aside $10,000 annually for the
last two years for that project, and
will continue to do so for another
three years.
In other business Monday
morning, commissioners ap-
proved the purchase of a used
Case loader for Precinct 4 from
West Texas Equipment for
$21,000 with trade-in, and another
expenditure of $10,805 for addi-
tional equipment.
The court also discussed the
possibility of a purchase of a fleet
of vehicles to replace those pres-
ently used by the Sheriffs De-
partment. Sheriff Billy Bowen
explained that financing for a fleet
purchase would be low1, and that
purchasing the vehicles at prices
available now will result in overall
savings to the county.

week in local races
May 4th, voters will select
seven local board members to fill
positions on the City t ountil,
CISB School Board, and Hospital
Board of Trustees. To date only
two candidates have filed for these
positions.
On the CISD School Board, the
terms of David Tuhb and Dan
Cornett expire. David Tubb has
filed for a second term; Dan Cor-
nett stated that he would not run
again.
The City Council has three
seats opening. The terms of
Robert Ezzell, Chad Wing,
and Wyvonne McDaniel ex-
pire. Wyvonne McDaniel
announced her bid for re-
election. Robert Ezzell and
Chad Wing will not seek a
second terms.
The Hospital Board of
Trustee has two terms ex-
piring, those of Jim Water-
field and Allen Webb. Mr.
Webb does not intend to
run for re-election. Mr. Wa-
terfiekl w’as out of town and
unavailable for comment.

Representative of First Na-
tional Bank met with commission-
ers to discuss the effect of recent
legislation on depositor}’ contract
terms. The Legislature changed
the period for negotiating those
contracts to May, creating a pos-
sible 60-90 day gap between the
end of the present contract and
the date on which a new one will
take effect.
George Briant, President of
First National, said that the bank
“did not anticipate paying I the
present ] rate for another 90 days,”
but indicated that the hank would
be willing to negotiate a mutually
acceptable interest rate for county
depository funds during that pe-
riod of time. Depository contracts
which would have taken effect in
February will instead be effective
around June 1st.
After some discussion, the
court agreed to a proposed 4.50%
interest rate to take effect in the
interim. Under the present con-
tract, the county receives 5.51%
interest now.

Hemphill County Airport
Manager Charles Kessie an-
nounced an “Open House” at the
Hemphill County Airport on Sat-
urday, March 16th, from 10 AM to
12 Noon.
The purpose of the o]**n house
is to show off the newr lounge and
to acquaint the general public with
the aviation opportunites avail-
able at the airport.
Canadian has three certified
flight instructors, and instruction
is available in fixed-wing and heli-
copter aircraft.
Coffee and doughnuts will be
provided.

will be held Saturday afternoon at
2 o’clock at the WCTU Building.
All Democrats are invited to at-
tend. The meeting w’as called by
County Chairman Ralph Ed-
wards.

There have been 33 Physical
Therapy visits and 89 procedures,
116 Home Health visits, ten
Emergency Room patients, three
ambulance runs, 13 Hospice visits
and IX) out-patient procedures in
the past week.
The Panhandle remains dry-
and very flammable.
Low overnight temperature
for the past week was 5 degrees on
Thursday, March 5, and the high
overnight was 39 degrees on Mon-
day, March 11. The high daytime
temperature was 83 degrees on
Tuesday, February' 12, and the
low was 20 degrees on Wednes-
day, March 20.
