The United German Constitution#
The Berlin correspondent of the London Times
says in a letter:
From what has already appeared in your col-

New York Correspondence.

I don’t know- bow better to name the three
parties in this gtnte than Muscle, Machine and

the Republican machine, and the Ainericau may
safely be called smashers, as they have—as I

Germany, and tite necessity to subordinate party
tVelmgs to the common cause of German unity,
lave brought together a number of men, be-
longing: partly to tlie democratic and partly to
the caiibtitutional parties, to come to an utider-
itanding'on the creation of a United German
Oonsiituion, aud the common action required to
ittain that object.
1. We see in the present political situat e:,
great dangers for Lite Independence o! otrGr-
nan taUier-land, which have been'increased fath-
er than diminished by the p* .act- c uc'-idt j be-
tween Austria and Franc .
2. These dangers arise fiorn tlie imperfect fed-
eral constitution of Germany, and they can only
be avoided by a speedy change iu tins coast.tu-
tion.
3. To tliis end it is necessary that theGerman
Diet should be replaced by a firm, strong'and per-
manent central government, and the Xaliotial
Assembly should be called.
4. In the present circumstances it is only by
Prussia that ffectu .i steps can be taken to reach
tins end; to secure the initiative of Prussia must,
therefore be the object of our efforts.
5. Should Germany be again threatened from
without, before the Central Government is defi-
nitely constituted, tlie conduct ot her military
forces and diplomatic relations abroad must be
confided to Prussia.
6. It is the duty of every German to give bis
support to the Prussian Government, so long as
its aims coincide with the aims and necessities
of Germany, and its actions are direct'd to se-
cure for Germany, a strong, free and united con-
stitution.
7. We expect from all friends of the German
father-land, whether they belong to tlie Demo-
cratic or Constitutional party,'that they will pre-
fer the National Independence and union, to tlie
claims of party, and will work together with one
accord and with perseverance to arrive at a
strong German unity. 1?>

The following startling announcetnant appears
in the editorial correspondence of the Courier
ties Etats Unis:
Pius IX Ima abandoned the project of inter-
fering by force of arms in the affairs of the Le-
gation ; but, in revenge, he has manifested afresh
and more energetically than ever, the inteiiou of
abandoning Rome and accepting the asyiutn
offered to him in the Balearic Isles by Spain.
This voluntary exile of the Chief of Christendom
will he a fact of which it is easy to appereciate
t e gravity, arid France is exerting tier utmost
iiitiuenee to prevent it. Our Emhasador to the
Holy See, M. de Grammont, has just arrived in
Parie for the eeoond time in less than a mouth,
to make the Emperor throughly acquainted with
the real state of things, and to recieveInstruction
hoA-to act iu this imminent crisis. Inis mainly
owing to his eforisthat blood lias not flowed in
the Romagna, aril that the Pope is still at the
Vatican; hut we are informed that lie is the bear-
er, on behalf of the Holy Father, of a sort of ul-
thnatiDn from which there is no hope that Pius
IX will recede. It theastutness of Napoleon III
should be insufficient to get rid of this las', and
n.ost decisive complication, we are on the eve of
the most solemn crisis in the history of Furode.

A Scrap of History.—There has been and
is now verv much said about Seward's “irrepres-
sible conflict" doctrine. That expression has
wielded a very powerful influence in keeping
alive the spirit of antagonism between the North
and South. This bloody programme of Seward
was condemned at the lime it was put forth by
even tlie great Republican papers of the North.
In tho South it created amazement at first and
then wrath. It appears, however, according to
Able Lincoln, of Illinois, that the sentiment did
not originate with either Seward or himself. In
the late speech of the latter, at Cincinnati, lie
snys that in 1856 ‘The Richmond Knqu rer. then
edited hv Roger A. Pryor, expressed the ii,d> 11
ticul idea. That venerable demo<-iatieshe«-t, 1I1-

ginia, was to be credited with the fhst direct ex-
pression of the opinion that the Union tuu?i h-

pressible conflict, etc., etc.’’ Whether tlii® >?
