Commissioners approve all items on varied agenda
Fireworks sales
okayed for July 4
By Cindy Weems
Anvil Herald Staff
Medina County Commis-
sioners opened their June 9
meeting with a full agenda. In
the Administrative Business
section of the meeting, com-
missioners approved budget
amendments, accounts pay-
able and personnel changes,
as well as hearing the County
Auditors’ monthly report.
Treasurer Cynthia Ivy re-
ported the county financial
reports for April. County total
cash is $18,864,200.86, and
total debt is $1,927,065.00.
After a short recess, com-
missioners continued with
regular business. First on
the agenda wasWIC Direc-
tor Linda Fillinger asking
for approval to purchase
seven laptop computers as
approved by the Texas De-
partment of State Health
Services. Fillinger stated
that with the new comput-
ers, they will be able to up-
grade to Windows 7 as Mi-
crosoft no longer supports
the XP version. Fillinger’s
request was approved and
she received permission
to advertise for sealed bids
for a vehicle to be pur-
chased locally.
After hearing from Eric
Hartzwell, of Grant Works,
commissioners approved
the contract with Grant
Works to provide project
delivery services for the
county’s Transportation In-
frastructure FundTIF Grant
Program Contract Number
CTIF-01-053. Hartzwell as-
sured commissioners that
“we are here to make sure
everything is being done
the way it was set up.” A
suggestion was made to
establish a separate fund
for this project, which was
agreed upon unanimously
by commissioners.
The new and revised List
of Transportation Projects
was approved. This will in-
clude County Roads 443,
5713,545 (Pet. 3), 7711,251,
646, 772, and 545 (Pct.l).
County Judge Jim Barden
suggested that Hartzwell
and one or two of the com-
missioners work together,
along with Jennifer Adlong,
on these projects.
The court also approved
A Limited Agreement for
Consulting Services, in con-
nection with a proposed
purchase of Castroville
property that will be used
as a County Office Annex.
This building will be much
larger than the present of-
fice and will house vari-
ous county departments.
A Property Condition As-
sessment, conducted by
Archimedia, was approved
at a cost of $8,500. This cost
would be money well spent
if problems with the prop-
erty were found, according
to Judge Barden.
Keith Lutz, Emergency
Management Coordina-
tor/Fire Marshal, reported
that Medina County is at
392 on The Keatch-Byram
Drought Index. “In or-
der to institute a ban, we
would need to be at 575 on
the KBDI. So, the county
looks good right now, ex-
cept for a small south-
western corner.” Being
at this scale on the index
will allow fireworks for the
upcoming 4th of July holi-
day. Judge Barden said “an
emergency ban could be
given for 60 hours upon
request, and the governor
could extend if needed.
This has been done a cou-
ple of times and has always
been supported.”
In final business, autho-
rization was granted to
advertise by public notice

“We have people already
asking about it,” Lynch
said, referring to the pump

is considered an antique.
The pump will be put up
for auction in D’Hanis.
Pet. 1 Commissioner
Richard Saathoff com-
mented that he was very
thankful for the beautiful

know the roads won’t be in
first class shape, but we are
working on it,” the com-
missioner said.
Pet. 4 Commissioner Jerry
Beck reported that the tire
collection held in his pre-
