Council reallocating CO funds

Hondo City Council on
Monday approved a resolu-
tion reallocating a little over
$232,000 in leftover funds from
the $3,850,000 Certificates of
Obligation issued in 2007.
Around $70,471 of the real-
located funds will be used to
buy a Vac-Tron letter Vacu-
um Combo Unit for the Wa-
ter and Sewer Department.
Another $68,349 of the funds
mall be used to refurbish han-
gars at the South Texas Re-
gional Airport at Hondo.
“At this point, we have
$232,243.74 remaining,” said
City Manager Jeff Litchfield
of the CO funds still held by
the city. “We had those funds
allocated to a few projects.
We set aside $75,000 to build
two restrooms at city parks.
One has been completed
for around $38,000, leaving
a balance of about $37,000.”
“At this time, since this
fund is already seven years
old, we would like spend the
funds as quickly as possible,”
he said. “We’d like to work
the remaining restroom into
our capital plan. The sec-
ond project was for Castro
Avenue improvements. We
had $44,000 budgeted for
that project. We have not
performed those repairs
because the cost would far
exceed the available funds.
Once we determine what
we can do, we will also work
that into our capital plan.”
“In the electric fund, there
was a remaining CO balance
of $6,876,” he added. “In the
water and sewer fund, there
was $74,367 remaining.”
Litchfield said the best
way to use the leftover CO
funds from the above projects
would be to reallocate $74,367
for the purchase of the letter
Vacuum Combo Unit.
“For the airport, there
is $69,348 left in those CO
funds,” he told council. “They
are available because the
Carter Avenue reconstruc-
tion project came in less than
projected. We believe the best
use of those funds is for air-
port hangar expansion.”
“That leaves us with an un-
allocated balance of $89,528,”
he added. “We will come back
to council at a future meet-
ing with a plan to expend the
$89,528 plus water and sewer
funds that are leftover.”
Place 1 Councilman John
McAnelly offered a motion
to approve the resolution re-
allocating the CO funds. The
motion passed unanimous-
ly after a second from Place
3 Councilman Eric Torres.
In related business, coun-
cil authorized the City Man-
ager to enter into a purchase
agreement with Vac-Tron for
purchase of the letter Vacu-
um Combo Unit for $70,471.
“We have an existing let-
ter now, but it has exceeded
its life,” said Public Works
Director Eric Salazar of the
device used to clean storm
drains, culverts, sewers, lat-
eral lines and lift stations.
In zoning business, coun-
cil approved a request for
a Specific Use Permit from
applicant Raul Villarreal, Jr.
and building owner Doug
Reed for the operation of
a retail music equipment
business at 1124 18th Street.
“The Planning and Zon-
ing Commission voted to
recommend approval of the
request for a specific use per-
mit,” said Code Compliance
Supervisor Gilbert Contreras.
“Mr. Villarreal will be leas-
ing the first floor of the struc-
ture so he can operate his
business,” he continued. “A
retail music equipment sales
business is not a listed use in
the city’s zoning ordinance,
but it can be permitted in
the CBD under retail stores
other than listed, which re-
quires approval of a SUE”
In other zoning business,
council held the first of two
public hearings on a re-
quest from William J. Strait,
manager of Green Meadows
Subdivision Management,
for voluntary annexation of
approximately 5.298 acres
land situated just south of
and adjoining the city lim-
its. The property, south of
34th Street, is in the city’s
service area for water and
sewer, but not electricity.
Council also held a first
public hearing on the re-
quest from Trey and Ka-
tie Bader for the voluntary
deannexation of approxi-
mately 25.91 acres of land
currently within the city
limits at 411 Ave. M.

Torres sworn in for 2nd full term

Medina County Judge Jim
Barden on Monday presid-
ed over the swearing in of
Councilman Eric Torres to
his second full-term of office
on the Hondo City Council.
He was first elected to
council in a special election
in January 2010. He was then
reelected to his first three-
year term in May 2011.
“This is a special night for
us in that we have the swear-
ing-in of a council member,”
said Mayor Jim Danner.
“The agenda calls for the
introduction and swearing
in of two council members
actually, Mr. Eric Torres, our
Place 3 Councilman, and
Ann-Michelle Long, our
Place 4 Councilwoman.
“Ms. Long, however, is not
with us tonight,” he said,
noting she was in Lubbock
helping her son enroll and
set up lodging so he can at-
tend Texas Tech University.
Danner then introduced
the county judge and asked
him to step forward to con-
duct Torres’ swearing-in cer-
emony.
“This may be your last
ceremony for us unless we
have a special election,”
Danner told Barden, who
will be retiring as county
judge at the end of 2014.
After administering the
oath of office, Barden con-
gratulated Torres, who then
walked behind the council
dais, shook hands with the
mayor and took his seat.
In related business, as re-
quired each time there is an
election, council elected a
mayor pro tern.
“I think Ann-Michelle in-
dicated she was willing to
be appointed back when
we selected her two months
ago, so hopefully she is wil-
ing to serve in this capacity
in the future,” said Danner.
Place 5 Councilman John-
ny Villa offered the motion
to reappoint Long as mayor
pro tem. The motion passed
unanimously after a second
from Place 1 Councilman
John McAnelly.
• The next Hondo City
Council meeting will be Mon-
day, June 23, at 6 p.m. in city
hall, and is open to the public.

Bikers killed near county line
A San Antonio couple per-
ished early Saturday when
the motorcycle they were
riding was broadsided by
a Hyundai Azera driven by
Melissa Sanchez, age 21. The
couple had just departed
from The Bike Shop, an area
biker’s hangout at Mechler
Lane and US 90, just outside
the Medina County line, east
of Castroville.
Adam Basquez, age 51,
and Lucy Borrego, age 51,
were pronounced dead at
the scene, according to Bexar
County Sheriff’s Office. The
report filed by BCSO noted
that Basquez, traveling south,
failed to stop at the stop sign
on Mechler Lane at US 90
and crossed into the path of
Sanchez’ car, which was trav-
eling west on 90.
According to the accident
report, neither Basquez nor
Borrego was wearing a hel-
met. Sanchez was uninjured.
It is unknown whether alcohol
was a factor in the accident.
Sanchez was cited for no
driver’s license.

Budget amendments approved
for lease buyout, Agriplex design

Hondo City Council on
Monday approved an or-
dinance authorizing two
amendments to the 2013-
2014 budget totaling $272,980.
The first $220,000 amend-
ment will fund the buying out
of Rusty Lindeman’s 25-year
hangar lease at the South Tex-
as Regional Airport at Hondo.
The second $52,980 amend-
ment will fund design of the
proposed Agriplex, a multi-
use rodeo and agricultural
show facility.
“The first item is an
amendment to memorialize
the decision that was made in
the last council meeting’s ex-
ecutive session to authorize
the city manager to negotiate
and execute a lease termina-
tion agreement with Linde-
man, Inc. in an amount not
to exceed $220,000,” said City
Manager Jeff Litchfield. “The
termination agreement will
assist the city with the future
development of the airport.”
The second $52,980 bud-
get amendment would fund
Agriplex planning, prelimi-
nary design, and cost estimat-
ing, according to Litchfield.
“The Economic Develop-
ment Corporation is consid-
ering the firm CDS Muery to
provide planning, preliminary
design and cost estimating
for the Agriplex project,” said
Litchfield. “The way the EDC
works, according to their by-
laws, they present city council
with their budget and budget
amendments. Once those are
approved, the EDC works as a
separate body from the city.”
“They do plan to bring in
CDS Muery to go over the de-
tails of their proposal and how
they arrived at their projected
cost of $52,980,” he added.
Council unanimously ap-
proved the two amendments.
On Tuesday, Litchfield
elaborated on council’s prior
executive session decision to
end Lindeman’s hangar lease,
which was initiated in June
1995 when Lindeman built
his hangar. Two weeks ago, he
said, council gave him the au-
thority to execute an agree-
ment for a lease termination
for the Lindeman hangar.
“Last night was the budget
amendment to fund that,”
he said. “The city owns the
airport and the airport owns
the land, but (the airport)
doesn’t sell land inside the
airport proper. When some-
one wants a hangar, they
build it and then, at the end
of the lease term, the building
reverts to the City of Hondo
and to the airport.”
“We had a very long-term
agreement with Lindeman
Inc. and they had built a han-
gar that would have reverted
to the city in May 2020,” he
explained. “We bought out
the remaining portion of
their lease so we could take
control of the hangar now.”
“It is in the taxiway and it
needs painting,” he said of the
hangar. “It was not being used
for anything deriving a lot of
economic benefit. We believe
we can market it and are in dis-
cussions with Vision Technolo-
gies. If they are not interested,
we can market it to someone
else. But, we believe we can
lease that hangar out and bring
jobs to Hondo - it’s all about
economic development.”
