TAX
CONTINUED FROM 1
taxpayers in an average
home willing to pay 50
bucks a year?” West said.
West was referring to the
amount the annual tax bill
would go up in a $70,000
home — $48.65, according
to numbers from County
Auditor Nina Cox. That
number is based on an
increase in the debt service
portion of the tax rate —
about 7 cents per $100
valuation — to pay off the
debt from the tax notes.
Williford presented a
seven-year scenario in
which the county would
issue tax notes that would
be repaid by 2020 at an
interest rate of 3 percent.
Counting interest, the
county would repay just
over $10.2 million.
The county’s debt on the
Law Enforcement Center
will also end in 2020, com-
missioners were told.
Williford told commis-
sioners they won’t be
required by law to hold
a public hearing before
making a decision to issue
tax notes. Cox urged com-
missioners to seek public
input.
“That nearly 7-cent (tax
rate increase) bothers me
as a taxpayer,” Cox said,
acknowledging the need
for the improvements to
infrastructure.
“I don’t think it would
be fair not to” seek public
input, West said. “The
public’s got to have some
input on ‘50 dollars for a
$70,000 house.’”
Williford presented a
proposed timetable:
• May 2 3 — Bid solicita-
tion documents sent to
prospective purchasing
banks.
• June 4 — Receipt of
bids from prospective
purchasing banks.
• June 10 — Commis-
sioners consider action to
authorize issuance of tax
notes and approve sale.
• July 10 — Closing and
receipt of sales.
West clarified with Willi-
ford that the county won’t
owe Lirst Linancial any
money if the court decides,
on June 10, “king’s x —
we’re done, we decided not
to do it.”
On April 8, commission-
ers discussed the idea of
issuing tax notes for im-
provements to roads and
buildings.
Tax notes are “a ve-
hicle for anything under
$10,000 and allows local
banks to participate in
lending,” Cox said then.
On Monday, the discussion
included setting aside an
emergency fund for “big
items going out” at the jail.
“All of us have pavement
that’s falling to pieces,”
Precinct 4 Commissioner
Larry Traweek said at the
April 8 meeting.
Kelton said while the
commissioners don’t know
how long they’ll be in
office, “I’d hate to see my
roads in worst shape than
when I came in.”
Lormer Commissioner
David Carroll, addressing
the commissioners court
that day, said the county
will “be back in wagon-
wheel days” if it doesn’t
take care of its roads.
In other business Mon-
day, the court:
• Agreed to reject all
four of the bids received
for food service for the
Brown County Jail. The
court will re-agenda the
item.
• Agreed to leave off a
burn ban.
• Authorized going out
for bids for caliche and
limestone.
• Authorized renewing
a grant application for a
crime victim coordinator
and liaison for the district
attorney’s office.
• Authorized County
Clerk Sharon Lerguson to
spend $147,000 in bud-
geted funds to begin the
process of digitizing land
records. A company called
Scantiva will do the work.
• Heard Lerguson report
that a state audit of her of-
fice regarding vital records
found no errors.
