NEWBURY: Movements impressive
CONTINUED FROM 4
tors met for a national conference in
Chicago. A few months later, Allen of-
fered a similar program for North Texas
teachers, attracting about 330 innova-
tive teachers...
There always are “better ways” out
there. I salute educators like Mrs. Casto
and others who dare to be trailblazers.
Kudos likewise are in order for a couple
of science teachers who came up with
this idea that now is practiced by at
least 50 teachers in grades 9-12 in Allen
ISD.
Such grassroots movements are im-
pressive, and in some respects, daring.
Oh, there still are refinements to be
made, such as whether dogs eat stu-
dents’ homework or their schoolwork.
I leave such decisions to the educators
and the students.
May they always be open-minded. I’ll
keep my mind in neutral, its usual gear
in these days. Later, I’ll put on my flip/
flops for a leisurely neighborhood walk.
If beautiful fall leaves get between my
toes, I’ll stop to remove them — the
leaves, not the toes — first enjoy-
ing their beauty before tossing them
aside...

BY STEVE NASH
BROWNWOOD BULLETIN
steve.nash@brownwoodbulletin.com
Brownwood may have a new municipal
court judge Friday.
The Brownwood City Council is sched-
uled to meet in executive session at 1:15
p.m. to “conduct interviews of candidates
for the Municipal Court Judge and As-
sociate Judge position and deliberate the
appointment/employment of the candi-
dates,” the agenda for Friday’s meeting
states.
After reconvening into open session,
the council may consider making ap-
pointments, and the Oath of Office may
be administered “to the newly appointed
Municipal Court Judge and Associate
Judge.”
Brownwood attorney Lee Haney, who
also serves as Early municipal judge, has
been filling in since the retirement last
month of Don Clements as Brownwood
municipal judge.

available, but Modawell’s
report showed that the
City of Brownwood’s hotel
occupancy for the second
quarter of this was 55.9
percent, up from 53.8
percent during the same
months in 2011. Brown
County hotel occupancy
was 55.4 percent, up from
53.8 percent in 2011.
Overall, revenue was up
8.3 percent comparing
those quarters.
Modawell said plans are
under way for a large-scale
Christmas Under the Stars
Festival on Dec. 7-8, an
event that will feature an
ice-skating rink which has
attracted regional interest.
Council member Dr. Jerry
DeHay, who is a member
of the planning commit-
tee, echoed Modawell’s
remarks.
“I encourage everyone
to come out,” DeHay said.
“The ice-skating rink has
created a great deal of
interest.”
Modawell said other
special tourism projects
in the last quarter have
included new marketing
pieces, a highway banner,
a new entry sign to the
Depot complex, a train
float makeover, marketing
to the Dallas-Fort Worth
area and West Texas, and
traveling exhibits.
Events sponsored and/
or promoted during the
past quarter included state
tournaments for boys
and girls teenage baseball
and softball associations,
Howard Payne Univer-
sity homecoming, and the
ASAS 3D Archery State
Tournament. Brownwood
will host the largest and
best-attended state tourna-
ment in teenage baseball
next summer, she added.

new easement be created
a new water line be laid at
the property’s perimeter.
Because the line is in a city
easement, it’s the city’s
responsibility to pay the
cost of replacing the line.
SuperiorEssex is respon-
sible for paying for survey
work, and the city has of-
fered to pay for the labor,
equipment and engineer-
ing work. Total cost to the
city, under the city council
action, will not exceed
$55,000.
Materials may be paid
for by the BEDC.
In other action, the
council:
• Approved on second
and third/final readings
a list of ordinances ap-
proved two weeks ago on
first reading which change
zoning on from either
single-family residential or
mobile home district to a
new agricultural district,
and other ordinances
related to the new zoning
category.
• Approved ordinances
on first readings amend-
ments to the 2011-2012
city budget, and chang-
ing to one-way an alley
between Avenue E and
Coggin Avenue behind an
apartment complex.
• Received an in-depth
analysis of the fiscal year
just completed from
Finance Director Wal-
ter Middleton. He said
revenues failed to meet
budget by a small amount,
but expenditures were
under budget for 2011-
2012 thanks to the efforts
of municipal department
supervisors and staff.
Revenues were at 99.47
percent, and expenditures
were at 97.62 percent of
the $29,935,811 budget.
Sales tax receipts were up
4.6 percent compared to
the previous year.
