Tntmao asked Congress Tuesday
to continue some 60 emergency
presidential powers which other-
wise will expire when the Japan-
ese peace treaty is ratified.
The emergency powers involved
in his. request include his wartime
authority to take control of rail-
roads in an emergency and the
right of members of the armed for-
ces to cast absentee ballots in na-
tional >electionB.
Two other important powers sin-
gled out by the President were the
right of the government to reduce
royalties on articles used in the
defense program and the appoint-
ment of reserve officers above
peacetime limitations.
Until the peace treaty is ratified
by his country and four other na-
tions. the United States will be tech-
nically at war with Japan.
The President pointed out in let-
ters to Vice President Alben W.
Barkley and Speaker Sain Ray-
burn that .technically, the conflict
in Korea “does not constitute a
state of war."

WASHINGTON (W—Senate inves-
tigators were (old Tuesday that a
| firm headed by former Rep. Joseph
j E. Casey, D-Mass. received a $450.-
000 “present” for three surplus
; tankers from a Chinese company
which failed to get ships directly
i from the government.
The testimony was given by Wil-
liam A. Leece. investigator for the
Senate's permanent investigating
; committee, as Casey himself
staunchily defended his big-profit
operations in surplus Warld War
II tankers as “a real public serv-
;ice."
The former Democratic con-
gressman from Massachusetts said
the old maritime commission was
having trouble disposing of its
tankers-when his firm began oper-
ating. He denied that he set up a
j “dummy" corporation to dodge in-
| come taxes, he said that “un-
I doubtedly” was the effect.
Leece testified hat Mrs. Olga
Konow. New York tanker opera-
tor. offered the Casey firm a $450,-
000 “present” in January, 1948, for
1 an interest in three surplus tank-
|ers. He said Casey's company al-
i ready had applied to the maritime
commission for the vessels.
Leece told the committee that
$450,000 eventually was paid to
one of the Casey firms for its stock.
At that time, lie said, Casey and
his associates had put about $1,000
| into the company.

Judge G. V. Pardue granted a
mistrial yesterday to a defendant
who had permitted a blood test be-
fore being charged with second of-
I fense drunk driving.
“Intoxication is a state where
you lose control of your mental and
physical faculties," Pardue said.
"A man who is not in possession
of his faculties cannot legally grant
|a blood test."

scandal spotlight fell on the inter-
nal Revenue Bureau again today j
as Tax Commissioner John B. Dun-
lap ousted his fourth official in sev- j
: en days.
! The No. 2 man in (he income tax j
division of the Austin, Tex . col-
lector’s office was the latest to
get the axe in nationwide investi-
gations by Congress, the justice de-
partment and the bureau ilsclf.
Dunlap announced late yesterday
that he had fired Eugene L. Meyer :
of the Austin office on charges of ’
faking his own tax returns. He said |
Meyer s case has ben sent to the J
justice department.
Austin Collector Frank Scofield .
resigned last week at Dunlap's sug- j
gestion “for the best inter - t of ]
the revenue service.’’
The bureau pointed out that its ,
own investigators got the goods on
both men. It also took credit for
