UNITED NATIONS, N. Y. —
Uganda, until very recently a
British Proctectorate in East Af-
fica, is now a soverign State.
It has just become the 110th
member of the United Nations.
And as diplomats virtually fell
over one another in their hurry
to curry increasing favor with
the African bloc, East outshout-
ing West, Europeans and Ameri-
cans vying with Russians, Czechs
and Outer Mongolians to prove
they love Uganda to the utmost
—one thought came to the mind
of one observer: “It might have
been a Jewish state.”
Uganda has an area of 93,981
square miles — almost 12 times
that area of Israel. The latest
figures show it has a population
of 5,262,000—including only 3-
500 Europeans. On one side,
Uganda is flanked by Kenya —
an African area which most of
us remember as the British Col-
ony and Proctectorate where the
Mau Mau staged serious revolts
some years ago. Both Uganda
and Keyna figure in the mem-
ories evoked by the admission
of this latest member to the U.
N. club.
The names of some of the
greatest leaders — and thunders
of firey oratory-—come to mind
as one recalls Urganda: Theodor
Herzl himself and his loyal
fritnd, Max Nordau; Menachen
Mendel Ussishkin; the peppery
Israel Zangwill, and a young
man who was later to rise to
very great heights, Chaim Weiz-
mann.

threw his bombshell. To the as-
sembled Zionists, he presented a
letter from Sir Clement Hill,
permanent head of the British
Foreign Office, offering to the
Jewish people an area in East
Africa where the Jews could es-
tablish a colony or settlement
which woud gain autonomy in
five years.
Ussishkin, leader of the siz-
able delegation from Russia,
was horrified—and said sd in no
uncertain terms. Zangwel‘1 jump-
ed to Herzl’s defense—the Brit-
isher had known all about the
preceding negotiations between
Herzl and the British Govern-
ment concerning “the Uganda
project” (it was a misnomer; ac-
tually the territory lay in neigh-
boring Kenya). Nordau, ever
faithful to his friend Herzl, was
for the idea—historians say he
supported the “Uganda project”
against Ms own better judg-
ment.
If Nordau’s heart was not
wholly in the matter—his elo-
quence was. He coined an unfor-
gettable phrase. While we Jews
wait for Palestine, he told the
Congress, while we walk the
long, hard road, we need shelter
for the night. That, he said,
would be Uganda — the Jew’s
stepping stone to ultimate state-
hood in Palestine—the Nacht-
asyl. Shortly after that Congress,
a young Jew, a “Zion Zionist,”
tried to assassinate Nordau at
a meeting in Paris. Fortunately,
the fanatic was a better Zionist

was split. The Sixth Congress did
appoint a commission to probe
the idea. The Russians stalked
out. Zangwill rushed onto the
bustlings, forming his own Ter-
ritorialist organization — parts
of which are still active.
Throughout the Jewish world,
the issue raged. The great Herzl
himself was assailed — although
he never gave up his dream of
a Jewish State in Palestine,
wishing only — like Nordau —
to secure an oasis where the
Jews might rest en route to
the ancient Palestinian Home-
land.

Herzl himself, with Jewish
blood, toil and sweat, had set-
