Ellen Summers, to Harold Frohlich,

lich of Los Angeles. Mr. Frohlich
was graduated from the University
of California at Los Angeles, and
his bride-elect attended Stephens
College and is a student at Southern
Methodist University.

JERUSALEM —It appears
Mr. Nasser is not the only one
worried by Israel’s success in
developing close (and friendly
relations with the African na-
tions. Moscow, too, seems to be
quite concerned — and indeed
angry—over the wide scale tech-
nical and economic aid being
extended by Israel to the awak*
ening African continent.
This concern we found ex-
pressed in a recent official So-
viet publication, the bi-monthly
‘Peoples of Africa and Asia,’
which is one of the organs of
the Soviet Academy of Sciences.
There we found an extensive
article entitled “Israel penetra-
tion into Africa and neo-colonia-
lism,” which judging by the date
of publication, was quite ob-
viously aimed to coincide with
the African summit held at Ad-
dis Ababa.
The objective of the lengthy
dissertation is quite clearly stat-
ed. It is, to open the eyes of the
Africans to see Israel’s unholy
intentions dictated to her by
“American imperialism.” This if
indeed the main point which thi
author, Mrs. G. S. Nikitina, is
driving home: that Israel is
nothing more than a tool in the
hands of the American imperia-
lists and a vehicle for imperia-
lism’s reentry into the liberated
African continent.
The amusing part of it all is
that, while criticizing Israel’s ac-
tivities in Africa, the article pro-
vides a detailed review of these
activities and thus reveals to
the reader the wide range and
the importance of the aid ex-
tended by Israel to the African
nations, which can hardly fail
to impress him greatly. Indeed
after reading it, he cannot but
realize the important and wel-
come role Israel is playing in
the development of these new
lands.
The author endeavors to ex-
plain to its readers the reasons
for Israel’s success which, she
says, benefits from- three “ad-
vantages’ attributed to her by the
West and seemingly accepted at
face value by the Africans. (A)
That Israel is free from any co-
lonial stain, both in the past
and in the present: (B) That Is-
rael has no colonial ambitions,
and (C) The attraction of Is-
rael’s ‘social experiment.”

rael’s economic and political
penetration into the African
continent—says Mrs. Nikitina—
Is the grant of loans and credits
and the conclusion of agree-
ments providing for “technical
cooperation and the training of
personnel. All this — says the
journal—is being carried out in
full accord and coordination
with the American and other
Western monopolies.
The article gives ample evi-
dence of the extent of Israel’s
“penetration.” Thus it points out
that there are now in Ghana 95
Israeli advisers in the fields o>
agriculture, public health, trans-
portation, vocational training
economic planning, etc., that
many Ghanaians study in Israel
oh grants given them l^y the Is-
rael government; that Israeli of-
ficers are engaged in Ghana’s
Air Force and Naval schools
In Tanganyika—the article says
—Israel experts have been in-
vited to advise on the develop-
ment of agriculture, housing and
public health ... In Kenya a-
greement has been reached for
the establishment of a larger
number of joint Kenya-Israel e-
conomic enterprises and also
Kenya’s armed forces are train-
ed with the help of Israeli of-
ficers . . . The article devotes
special attention to the vast pro-
jects being carried out with Is-
rael in Ethiopia (“in coop-
eration with American capital”)
including the building of air-
fields, housing, transportation,
etc. Israelis head and teach in
Ethiopian schools and colleges
and more and more joint Ethkr-
pian Israeli companies are be-
ing established and more and
more Ethiopian students are go-
ing to stay in Israel . . . Thus
the article goes on listing Is-
rael’s activities in Volta, Ga-
bon, Ivory Coast, Sierra Leone
Liberia, Togo, Nigera, Congo,
etc., recounts at length the num-
erous visits of African heads
of States to Israel, and the large
number of African students that
study in Israel. Here, too, the
objective, of course, is the train-
ing of cadres of “pro Western
instructors” and the paper tells
its readers that Israel’s Afro-
Asian Institute is financed and
supervised by the “right wing
Ame-rican Trade Unions . . .”
The conclusion which Mrs. Ni-
kitina draws from the facts she
lists is that the African nations
are “becoming more and more
aware of the fact that Israel is
a tool in the hands of the neo-
colonialism.” . . .
Upon -reading the article there
comes to one’s mind the story of
