The Administration is
"trying to do something
to make the Saudis
happy,” Rep. John
Kasich (R.-Ohio) said.
"They fully expect us to
shoot it down."
This assessment ap-
peared to be confirmed
by Oakley. When she
was asked if she
believed the Adminis-
tration's plea for an
open mind would con-
vince some of those op-
posed, she replied, "I
didn't say we could; I
said we are urging
them."

not a spur of the

Smith stressed that
Congress believes the

Shultz Sees No Change By Shamir
Continued From Page I
reiterated that a confer-
ence is unnecessary for
direct peace talks with
Jordan and dangerous
for Israel because of
demands likely to be
imposed, including
Israel's withdrawal of
sovereignty over unified
Jerusalem.
Shultz had said in the
past that he would go to
Israel if there were an
opportunity to advance
the "peace process.”
However, his impending
visit is scheduled at a
time when the Shamir
position appears firmly
held by his political for-
ces. His visit was never-
theless set up by the in-
vitations from the
Weizman Institute and
Tel Aviv University to
confer degrees upon
him.
A competent Israeli
source here said to this
reporter that the degree-
conferring ceremonies
were probably
engineered by Peres'
supporters;nif hot Peres
himself, to induce the
secretary to make his
first visit to Israel since
May11985 and confront
Shamir.
"Three months ago
when the debate about
a conference was hot in
Israel,” the source said
on condition of
anonymity, "Shultz
might have helped
Peres but Shultz refused
to go. Now it is only a
move that Shultz can
use to show he has not
rejected the conference
idea and so he can say
to Jordan and Egypt,
'see, we've tried again.
Don't blame us that
Israel won't go into an

ce.
When State Depar-
tment spokesperson
Phyllis Oakley was
asked "does the United
States still support an
international confer-
ence?", she replied by
reading the following:
"The U.S. position on an
international conferen-
ce has.> .hot cbangedl-I a
We've made clear our
view that the only prac-
tical path to a compre-
hensive peace lies in
direct negotiations.
We've also made known
our willingness to ex-
plore all avenues that
might lead to face-to-
face negotiations."
A Senior State De-
partment official later
was asked for the
meaning of Shultz'
decision to visit the
Middle East when no
"opportunity" about
which he had spoken
appears to exist. The of-
ficial, who cannot be
named, replied "the
secretary is showing a
personal commitment
and the U.S. interest in
advancing the peace
process. He is willing to
listen to new ideas.”
Then, indicating again
the Administration's
reluctance to have the
Soviet Union in a con-
ference on the Arab- .
Israeli situation, the of-
ficial noted "we agree
with Shamir on many
points. WeVe noT'wed-
