sell the Saudis the Mav-
erick missies was with-
drawn last June because
of Congressional op-
position.
The Administration
scaled down a $2 billion
arms proposal to the
Saudis in 1986 to $200
million because of
Congressional op-
position, Smith said. He
said they are now using
"salami" tactics, slicing
up the proposals to
submit them a bit at a
time. He said he
believed that this is only
the beginning of the
arms the Administration
plans to sell the Saudis.
Israel Not Endangered
Oakley also stressed
that the proposed sale
would not endanger
Israel. "These arms
sales would not affect
the Arab-lsrael military
balance .in any
meaningful way," she
said. "The Administra-
tion remains committed
to maintaining Israel's
qualitative edge."
But Weber said that
concern for Israel was
not the main reason for
the Congressional oo-
position. He noted
that in collecting
Republican signatures
for the House letters,
Republicans stressed
their concern that the
Saudis have not
cooperated in the
Mideast peace effort.
"It is unfortunate that
these sales are being
opposed by ,some when
the Saudis are providing
critical support to U.S.
Naval operations in the
(Persian) Gulf in ways
which many in Congress
have long urged,"
Oakley said.
But several Con-
gressmen at the press
conference Wednes-
day said the U.S.
operation in the Gulf is
in the Saudi interest.
Smith noted that for too
long the U.S. has "sub-
stituted" arms sales for
"a long-term foreign
policy."

religious beliefs, we
should respect one
another's religions and
then work together,
using his words, "to
mend the world."
Some modest obser-
vations:
• On Miami's Bis-
cayne Boulevard in
front of our hotel the
lines of people waiting
to see the Pope in the
Pope-mobile were ex-
tremely thin.
• The Pope shakes
hands sparingly. Too
many zealots squeezing
too hard have caused
bruises and at times the
Pope's hands being
scratched enough for
blood to flow.
• In positive answers
to requests of the Pope,
the Jews did far better
than the Catholics. The
Catholic priests asked
for a number of changes
in doctrine. They
received none, zero,
zip
• The Pope has a sen-
se of humor, is
charismatic, extremely
attentive when others
speak, can converse in
reportedly over 30
languages. His final re-
marks to us were
"Shalom, Shalom —
Shabbat Shalom —
Shana Tova."
• Yes, he shook' my
hand and those of 10 or
12 others as he was de-

parting: My thought at
that moment was that
his hand was as soft and
supple as that of a 6-
month old babe.
In summation, I
believe the Pope to be
most sincere in his com-
ments, that he was in-
fluenced by our Jewish
leadership, that we will
have continuing
dialogue and that he
will actively pursue the
implementation of
Nostra Aetate. It is my
further feeling that
what the Jews endured
for almost two millen-
nia as exemplified by
the Crusades, the
Inquisition, the
Pogroms, the Holocaust
and the centuries of
virulent anti-Semitism
were caused by the doc-
trines of the Church.
With the removal of the
deicide being blamed
on the Jews and the ex-
pressed determination
that both Pope John and
Pope John Paul ex-
pressed to pursue life
and peace and love and
harmony, gives solid
hope for a better and
happier and less tor-
tured life to the yet un-
born Jewish generations
of the future.
