GET THE HABIT.
. ^ Yoakum has the unique dis-
tinction of being the only town
in the State having a “Get the
Habit” club. Other towns have
their commercial clubs, young
men's business leagues, etc.,
but none that can be compared
to Yoakum’s “Get the Habit”
club. Much of the prosperity of
Yoakum is due to the intelli-
gence and progressiveness of
the members of this club; they
lead in all matters of public en-
terprise and are proving a most
valuable asset to the town. Be-
low we give a list of the “Get
the Habit” members:

of government, the city’s wo*kj
was divided and every member j
of the Commission had a definite
job which he could not shift to
another’s shoulders and which
none of the others could inter-

of the new system .was"*‘centra^
ization of power with a definite?
responsibility.” A3 a check
upon the possible abuse of pow-
er, the people retained the right
of initiative, referendum, and
recall—a right which they have
not yet had occasion to exercise.
The concrete result of the first
year’s experiment, as expressed
by the report of the city audi-
tor, is the saving of nearly $200,-
000 in municipal expense. More
over, every department kept its
expenditures within the amount
designated in the budget-and
this is said to be the third time
in the history of Des Moines
that this has happened.
However, the citizens are ro
making any great ado over the
$200,000 saved; indeed, they
would not have made any outcry
if the expenses had been that
much in excess of those of the
previous year. What pleases
them most of all is the increase
in efficiency, the elimination of
graft, the pressure applied to
contractors whose work fell
short of the specifications. Des
Moines is a cleaner, brighter
city to live and do one’s work in
—and this fact far outshadows
the lesser fact that its govern-
