New annexations
get final approval
i*'
Final reading on ordinances adding
approximately 320 acres to the
Burleson city limits was approved at a
special city council meeting Tuesday
night. The areas will officially come in-
to the city on Feb. 15. Several homes
were involved in the portion annexed on
the northwest side of Highway 174, but
there were no protests lodged either at
public hearings or at either of the or-
dinance readings.
Another of the annexations extends
the city limits another mile down 1-35 in
a 500 foot strip. No structures are in-
cluded in that annexation but it does ex-
tend the city’s extraterritorial jurisdic-
tion for one mile on either side of the
highway. Cities can only annex land
within their extraterritorial jurisdic-
tion except in cases where residents of
an area petition for annexation. Even
then, no city can annex in the extra-
territorial jurisdiction of another city
without first receiving approval from
that city.
A MAJOR REASON for the highway
annexation is to allow the construction
of a sewer line from the roadside parks
to existing Burleson sewer mains. The
Department of Highways and Public
Transportation has expressed an in-
terest in tying into the Burleson sewer
systerh, but the city is prohibited by or-
dinance from servicing an area outside
the city^mits.
Burleson officials are currently work-
ing with the highway department on a
plan to increase the size of the sewer
line to open up the highway and adja-
cent areas—including Briaroaks, if that
city so desired—to sewer service.
Construction of a sewer main down
the highway would mean expending
some city funds, but the city would
eventually recoup its money in two
ways. First would be on a pro-rata
charge for those wanting to tap into the
city sewer line (a common practice for
cities and developers alike) and the
other way would be in increased tax
valuations once that area is developed
(since the sewer line is expected to spur
development along the highway).
Negotiations are continuing with the
highway department concerning cost
apportionment on the project and with
the City of Briaroaks, where a potential
problem of overlapping ETJ may exist.
The council also approved on second
reading an ordinance creating a new
rural zoning classification for areas
newly annexed.
Van Johnson of the Broad Valley *
Farms area was again at the council
meeting and told councilmembers he
was pleased that the word “future" had
been inserted into the ordinance to in-
dicate that current land uses could be
continued by subsequent owners as well |
as the present owners of property.
HE ALSO HAD SOME questions
about the inventory form attached to Jj
the proposed application for the new |
zoning—Single Family-Rural
Mayor Scott Butler explained that the
city needed to have a list of existing
buildings and fences on the properties,
so no problems would result at a late"
date over non-conforming items. Fo:
example, barbed wire fences are per
mitted only in areas zoned agricultural
but will be allowed to remain as they I
presently exist in the newly annexed*;
areas.
Final reading.of that ordinance is ex- |
pected to come up on tne Feb. 9 council
agenda. Further reports on the status of
the sewer line negotiations on 1-35 are
also expected at that meeting.
