From the first draft to the se-
cond draft, the budget was
reduced just over three quarters
of a million dollars. The second
draft budget calls for expen-
ditures of SI3.9 million.
THE GENERAL concensus of
the board seemed to be to use
reserve funds as necessary to
balance the budget, but to reduce
the amount of the deficit as
much as possible without severely
impacting existing program levels
or reducing employee compen-
sation.
That may be easier said than
done, but the board and adminis-
trative staff will have much of the
month of August to accomplish
that task. On Aug. 11, they’ll meet
to take a look at the third draft of
the budget and accept the 1986
certified tax roll (right now the
tentative figure is $605.6 million);
on Aug. 14, the final draft of the
budget will be hammered out at
a budget workshop and trustees
will vote on the tax

For now, the board indicated it
was less expensive and more
convenient to handle tax collec-
tions from the school tax office.
That situation could change in a
hurry should the city not renew
its contract for tax collecting scr-
vices with the school district.
IN OTHER ACTION Monday
night, the board:
—Approved payment of the
$100 fee for participation in the
legal assistance fund of the Texas
Association of School Boards.
This fund is used in court cases
that could be precedent setting
and thus affect all school dis-
tlricts in the state.
—Approved amendments to
the discipline managertient plan
as requested by the Texas Educa-
tion Agency.
— Approved a list of ex-
tracurricular organizations for
which excused absences may be
granted for student participation.

education service center for ap-

AS IF THEIR OWN budget
were not enough, the board also
took a look at the budget of the
tax appraisal district.-That budget
must be reviewed and approved
by the taxing entities in the
county each year.
The proposed budget of $537,-
508 is $22,524 more than last
year’s budget and drew no com-
plaints from any of the board
members. "Considering the qua-
lity of work that the appraisal
district seems to be doing and a
review of the costs indicate a
prudent operation,” Cockerham
said.
The board approved the JAD
budget by a 5-0 vote. Paul
Stephens and Anne English were
unable to attend the meeting.
Board members also ex-
pressed their desire .for the dis-
trict to continue collecting its
own taxes. The BISD tax office
collects taxes for the city of
Burleson as well and the intent
ol the board was to continue
doing so if the city agreed.
One fear of the board has been
that local citizens would have to
go to Cleburne to pay their
school taxes if the district con-
tracted its tax collections to the
JAD. Stacv Calvin, a member of
the JAD Board, attended Mon-
days school board member and
said that during the peak tax pay-
ing season the JAD would main-
tain an office in Burleson should
the BISD decide to get out of the-

The best estimate is the guess
by Executive Director Don
Gilmore that valuations across
the appraisal district are up 30
percent over last year.
Ruth Turner, of the BISD tax
office, said last year's valuation
for the school district was $405,-

City Manager Ron Crabtree
said he is eager to get the cer-
tified CAD appraisal roll so he
can calculate the city’s effective
tax rate—the rate that will
generate the same amount of
revenue with the new valuations
as last year’s taxes did with the
old valuations.
If the valuations go up, Crab-
tree said, the tax rate will go
down.
However, Crabtree said Gilmore
told him that the certified rolls
will not be made available to the
taxing entities until early August
Yeary said the tentative total
valuation for the school district
is $605,629,582 Turner said the
original 1986 estimate was
$531,796,585.
