Crowley’s police vehicles will
assume a new importance as the
department initiates the "Per-
sonal Car Program” early this
year.
Crowley Police Chief Frank
Bartlett said the theory is that
each police patrol unit will be
assigned to an officer at all times
The pilot program was approved
b\ the Crowley City Council
Thursday. Jan. 22 and will be
ttied through Oct. 1
Although the vehicle program
is new tor Crowley, it has been
successful in many cities. Bartlett
recently came to Crowley from
Midland, where that department
has used the program for 10
sears. Mesquite has also phased
ir. the vehicle system user an
eight month trial period.
Many economic and police-
related advantages and disadvan-
tages are involved with the
of t icers use ot city-owned
\ eh teles The officers are respon-
s b c tor the patrol units during
ilie : shitis and at their homes.
Currently home storage ot the
\ eh ides applies only tor police
cmpioNces residing within the
.;i\ '.nuts
Bartlett stressed the economic''
advantages ot the Personal Car
Program" calling it a payoff
program " He wants to reduce
the city s annual cost tor main-
tenance and repair. The Crowley
PP annually budgets approxi
mulcts 51.VOOO for maintenance
and repair and another SI 3 000
tor patrol unit replacement.
Me wani to get the mairi-
tcnaiiic and re pa i: down Me
warn to put more money into
equipment instead ot main-
tenance and repair.' Bartlett
sad
A 44 perscnt decrease in main-
tenance costs has been reported
with the Dallas police ear pro-
gram Bartlett said he is project-
ing a 25 percent decrease in
maintenance for the pilot budget
year. "We require the officer to
do limited maintenance." he
added •*
In the past Crowley's Police
Department had purchased used
Department of Public Safety
vehicles. Buying the used
vehicles wasn't working," Bartlett
said. "Me were going to have to
replace lour ears in this budget
year Everything we se got now >
worn out."
The partial program begins
with the department's nine-
vehicle fleet Fisc ot tile pairol
units will be assigned t<1 two men
each; then tour ot the f.dcs;

Benefits for the officer include
a greater sense of pride in his
vehicle's appearance and main-
tenance, as well as an estimated
SI 80 a month personal use
benefit. Bartlett said
One disadvantage is a limited
amount of vandalism expected
from the horrfe storage ot city
property However Bartlett said
he does not know how signifi-
cant that might he Another con
is the initial cost of buying
the ears
