educators who will be of-
ficial delegates to the 1980
convention of the Texas
State Teachers Association
will hold a planning caucus
at 6 p.m. Thursday, March
6 at the Fort Worth
Classroom Teachers
Association building, 6021
Westcreek Drive.
Letha Grace McCoy of
Burleson, president of
TSTA District XI, will
preside. Mrs. McCoy is a
first grade teacher in the
Burleson school district.
She will be assisted by
other district leaders and
TSTA staff members.
Eligible for one voting
delegate for each 75 TSTA
members, District XI is ex-
pected to have about 128
delegates. There are 35
local associations in the
district, which covers nine
counties.
The delegates will
receive a briefing on pro-
posed amendments to the
TSTA constitution & other
business to be discussed by
the 1,500-member state
house of delegates at
March 20-22 convention in
Fort Worth.

Has The Intent Of State Open Meetings Law
Been Stretched By Council, School Board?
Both the Burleson School Board and the
Burleson City Council may have been in a
gray area on subjects they chose to discuss
Behind closed doors at their latest meetings.
The BISD Board of Trustees decided to in-
crease the staff in the band department at the
Pauline G. Hughes Middle School and the city
council wanted to discuss applicants and
recommendations to the newly formed library
board.
On both occasions, “personnel considera-
tions” was given as the justification for the
closed session.
However, according to a spokesman at the
Opinions Division of the Attorney General’s of-
fice in Austin, both government bodies were
stretching the intent of the law.
In the city’s case, it was the opinion of the
lawyer in the Opinions Division tnat “person-
nel” meant paid personnel and not members
of boards or advisory groups or, for that mat-
ter, even council members themselves.
Also, according to that office, the law was
written for the protection of individuals when
they are being discussed and is not applicable-
-as at the school board meeting-for the discus-
sion of a position or job.
“Personnel considerations” are the most
abused portion of the open meetings law_by
agenc

City Attorney J.L. Phinney did tell Mayor
Robert E. Abies at the start of the council ses-
sion that he “had difficulty” with trying to

An Alvarado man was
listed in fair condition Fri-
day, but still is in intensive
care in John Peter Smith
Hospital, where he was
taken Tuesday evening
following a shooting inci-
dent.

Jay Alvin Jaus of
Alvarado was shot in the
upper left side of his chest
with a .32 caliber pistol by
his foster brother, Luther
David Witte in Witte’s
home on County Road 413,
east of Keene.
According to in-
vestigating officers, Jaus
and Witte had just finished
dinner and were sitting and
talking when the shooting
occurred.
A spokesman for the
Johnson County Sheriff's
Department said “the men
were apparently just hors-
ing around and the gun
went off.”
No charges had been fil-
ed as of Friday.
Chief Deputy Larry
Young said the sheriff’s of-
fice will gather all the in-
formation and present to
the grand jury.
“They will make the
decision whether to bring
the case to trial,” Young
said.
Jaus received emergen-
cy treatment at Johnson
County Memorial Hospital
in Cleburne but was later
transferred to John Peter
Smith Hospital.

Navy Lt. Cmdr. Clifford
P. Robson, son of Helen
Hines of South Dobson St.,
Burleson, has returned
from a nine-month deploy-
ment in the Western
Pacific and Indian Ocean.
He is the administration
officer of Air Anti-
Submarine Squadron 21,
based at the North Island
Naval Air Station, San
Diego. While deployed, his
squadron was embarked
aboard the aircraft carrier
USS Kitty Hawk.
The Kitty Hawk’s latest
assignment earned her and
the embarked air wing the
Navy Expeditionary Medal
for continuous operations
carried out in the Indian
Ocean and Arabian Sea,
where they remained at
sea for a 74-day period.
Although the Kitty Hawk
was originally scheduled to
return home before
Christmas, the unexpected
journey to the ijjliaii
Ocean because of the Ira-
nian crisis meant cancella-
tion of holiday plans;; She
also steamed in watefji off
Korea upon notification of
President Pit’s
assassination.

Hawk led a task grou£in a
sweep of the South
Sea searching for
"boat people," par-
ticipated in many fleet
readiness exercises,,-and
steamed more than 70,000
