Harmon announces 9-1-1 implementation
County Commissioner Ron
Harmon, (Pet. 2) announced yes-
terday that the regional plan to
implement an emergency 9-1-1 sys-
tem in Johnson County has been
approved and will be fully im-
plemented in August 1991.
His message was vety clear
that residents of Johnson County
should not begin dialing the emer-
gency number before then.
The data base needed for the
regional plan requires local munic-
ipalities to create a Master Street
Address Guide for all residents liv-
ing in the county but in unincor-
porated areas.
In Burleson, Postmaster Bill
Johnson will be one representative
helping both locally and regionally
to change addresses from rural
routes and county roads to street and
road addresses.
Right now, Burleson residents
who live in the city limits have use
of 9-1-1 through the Tarrant Coun-
ty plan. There are several residents,
most of whom live south of Bur-

pation with the city; and an ordinance
authorizing the city to assume con-
trol of the Burleson Memorial
Cemetery; award bids for radio
equipment maintenance contract and
for drainage ditch maintenance; and
authorization to call for bids for the
creation of a new city map and visi-
tors guide.
The council meets at city hall
on Thursday, Nov. 30, at 7 p.m.

Not all rural routes and county
roads will have to be named and
addresses changed prior to the 9-1-1
implementation in August 1991.
According to North Central Texas
Council of Governments read-
dressing and rural addressing, con-
current activities with MSAG de-
velopment, could continue for se-
veral years.
It is important to note, how-
ever, that the automatic number i-
dentification system of 9-1-1 ope-
rations is not dependent on the ad-f
dressing feature and therefore a
"phased-in” approach to 9-1-1 ser-
vices may be appropriate in some
instances.
The 9-1-1 system being imple-
mented in Johnson County will,
once all adresses are changed, be
able to give the dispatcher tfye ejtact
location of the phone you are cal-
ling from. 3-
The earlier phase of imple-
mentation is referred to as die auto-
matic number identification. ANI,
as it is referred to by committee and
task force members, can handle eme-
rgency calls without having a com-
plete address.
The financing for the project
will begin showing up on people's
telephone bills beginnning Jan. 1,
1990. The fee will be 50 cents per
month for each phone line. Harmon
explained that the financing must
be in place prior to the implemen-
tation.
The initial one-time cost of the
state-of-the-art system will proba-
bly exceed $215,000 with monthly
recurring costs of about $6,500 pa-
month.
"The revenues must be col-
lected prior to implementation,"
said Hannon at Tuesday's (mess
conference. The most equitable and
easiest way to collect the money,
according to committe findings,
wls to have the phone companies
charge people a small monthly fee.
Once funding is in place, the
region will begin buying and imple-
menting the system.
Each municipality will be able
to tailor the system according to
what that city decides it needs and
wants.
Commending the members of
both the regional and local task ;‘a
fences, Hannon said that the 18 to w
24 month preparation stage sounds
like a long time but noted that there
is much work to done.
He emphasized that once the 9-
1 -1 number is in place and working
ir August of 1991 that lie "is
certain that it will save lives and
property."
A lot of the responsibility falls
back on the local task forces. As it
was explained at the press confe-
rence, local representatives, in-
cluding, the post masters, would be
responsible for changing addresses
and notifying the residents. .
The local task forces are being
ercouraged to work with people
from the Central Appraisal District,
th: phone companies, North Cen-
tral Texas Council of Governments,
and the county commissioners.

Four Burleson Elk Strutters
wete selected for the American All
Star Dance Team but one made the
trip to Honolulu, Hawaii, to perform.
BHS Junior Debbie Franklin,
daughter of Charles and Karyn
Franklin of Burleson, performed
- Nov. 19 with the American All Star
Dance Team at a shopping mall in
Honolulu.
"The All Star people choose the
ones they like the best and four
(Burleson Elk Strutters) made it,"
Franklin said.
Franklin; BHS Senior Wendy
Isom, lieutenant of Elk Strutters;
BHS Senior Natalie Cross, captain;
and BHS Senior Staci Swearingen,
lieutenant, were all chosen for the All
Star Team during a summer camp in
June.
Between 250and 310 girls out of
7,000 dancers were selected for the
All-Star Dance Team.
"I was really excited to see her
go and benefit from meeting all of the
others,” Elk Strutter Director Eliza-
beth Smith said. "She's an excellent
representative for the drill team."
Smith said that every year the
Strutters are asked to be in major
functions, such as the Bluebonnet
Bowl and the Maverick games in the
past
Selection to the All-Star team is
reserved for those girls who best „
exemplify the "eneigetic, young
American spirit"
Die criteria for selection in-
cludes a positive mental attitude, ad-
vanced dance technique, good moral
character, leadership, appearance,
and scholastic achievements.
The Elk Shutters practice close
to 20 hours each week during the
season and over 10 hours a week
during the off season. This is Frank-
lin's second year as an Elk Strutter.
She is alsoa barrel racer with thefiur-
leson Rodeo Team.
