Texas citizens, as specified in the Constitution of the United States of America, yet.,
(1) Congress passed a law compelling Texas managements to turn over to the
government in Washington about one-fifth of the earnings of their employees;

(2) Congress passed a law permitting the State Department to give this money
a^oy abroad for the construction of foreign owned factories in the low wage areas of
the world* Ip some cases the wages are but one-tenth of American wages.
(3) Congress parsed a tax law so confiscatory that insufficient earnings remain

to replace old machines with new. But every piece of machinery in the "give-away”
plants abroad if the latest and the best. Th us, money seized from American workers
purchases new machinery for foreigners, while American workers are compelled to com-
peta with old machinery. This seems the height of injustice and stupidity.
Now, gentlemen, when a man is forced by his qwn government to dig his own grave
with his own money, is his liberty and his property being protected?
How does this transfer of Jobs to foreign lends help the workers, the farmers, the
merchants, the investors of Texas?
Congress has voted seme BO billion of American tax dollars down this foreign aid
rat holfi This absurd farce has neither bought ps security nor friends nor has it stopped
the spread of communism.
What do YQU propose to do when the appropriation bills come before you?
