Future calls for cooperation
by NANCY HUCKABY
H-E-B is synonymous with
Northeast Tarrant County, and some-
times more identifiable that the three
individual cities of Hurst-Euless-
Bedford. That same kind of homoge-
neous blending of three communi-
ties is what Dr. Paul Giesel of UTA
spoke about at a joint meeting of
^representatives of the Crowley,
Burleson, and Joshua chambers of
commerce on Wednesday, Jan. 6, at
the Crowliy Moose Lodge.
Giesel stated that while this area
certainjy has a lot of potential, there
are several things that need to be
done in' planning for long-term
grbwth. One thing he strongly sug-;;
gested is’a land inventory to show!

tunng, commercial, transportation,
and residenti al growth. Unlike North-
ern TarrantCounty’s massive 13,000
acre Alliance Airport, Giesel said
that the largest mass one could ex-
pect to pull together in this area would
be 500 acres. While there is a lot of
undeveloped land around Burleson,
Crowley and Joshua, most is in five
to 10 acre plots with just enough
development by the owners that they
would have to sell at a higher price to
recoup their own investments.
He said in order to effectively
use Spinks Airport, there must be the
addition of an air traffic control tower,
and more spurs are needed in order to
make use of the rail systems—not to
mention having overpasses or under-
passes in place for major thorough-
fares across rail road crossings.
Because there i%n6 common plan
between the cities for future growth
and no clear picture what the area has
:o offer, Giesel said it is hard to mar-
ket Burleson, Crowley, and Joshua
to companies looking to relocate here.
And he noted the sometimes “cha-
otic” political climates in the cities
was a public relations problem which
must be overcome by a commitment
to a common professional relation-
ship. “The area musttiave a collec-
tive concept of where it is going,” he
said.
One problem unique to Crowley
is that it is so closely linked to Fort
Worth because of the extension of
Crowley 1SD into south Fort Worth.
“Crowley can eitlrfer link itself north
or south. It must make a decision
where its future will be,” he added. “I
used to say Crowley was four subdi-
vision off a county road. Now it has a
stronger sense of who it is, but the two
major thoroughfares are still county
roads. That needs to change,”he said.
Burleson and Joshua have a
stronger sense of individuality, and
he expects that Burleson, because of
its access to 1-35, will be the first to
get development However, in trying
to keep up with the growth, the city of
Burleson could very easily be Over-
whelmed by the cost. Giesel there-
fore recommended a “cooperative
corporation” between the three cities
whereby Crowley and Joshua could
help Burleson with bond support,
followed later by likewise support
from Burleson to the smaller cities.
As far as commercial property,

Control Center
Giesel said that much of Burleson’s
strip centers are already overbuilt,
but that he sees Crowley as having a St
lot of future potential. Joshua,he said, [|
really did not have enough to be at
risk.
Many of the people living in
Burleson, Joshua and Crowley, are
here because they wanted the one-
acre or more places where they could
maybe keep a horse, away fiom the
hustle of (he big cities. But Giesel
said that with careful planning, the
cities can find ways to protect those
homeowners and still have benefi-
cial, controlled growth.
Among the options Giesel said
would help bring about a feeling of
unity, could be amagnet school shared
by all three school districts, a confer-
ence center—possibly a dude ranch
that would focus on the beauty of the
rural countryside, a common library
system, a common arts association,
and planning common thoroughfares.
