• He was a great chief of police. He

place that really cares for the law.

Dear Editor,
Even though 1 am not a resident
of the city of Emory, I do live in
Rains County and, as a result, I am
in town nearly every day for one-
reason or another. I am really dis-
tressed to see Police Chief Jameson
resign and, in particular, the reasons
behind his resignation.
I was casually acquainted with
Chief Jameson and had occasion to
observe him performing his duties
on a fairly regular basis. I was
impressed with his impartial en-
forcement of traffic laws within the
cAtj- and the fact that he made a real
effort to establish a good rapport
with the young people in town. I
could sec a noticeable positive dif-
ference after a few months of his
tenure as police chief, and it is sad
to sec him leave due to pressure
from certain members of the city
council.
I applaud the Rains County
Leader for the article announcing
Ins resignation and in furnishing the
background leading up to his resig-
nation. In view of the things the
chief had to say about his resigna-
tion. I would hope that the members
of the city council who did not sup-
port him would publicly explain

I know, both city and county resi-
dents, have expressed their dismay
at the chief’s resignation, and I sus-
pect that it will now be much more
difficult to attract another qualified
chief in view of what happened to
Chief Jameson. I do appreciate the
support the mayor gave the chief
during his brief period with the city.
I reali/t that as a non-citizen of
Emory, my opinion is not as rele-
vant as someone who docs reside
inside the city limits, but Emory is
the county “hub,” and anyone who
shops or spends a significant
amount in town is affected by law
enforcement or its absence.

presented Emory Mayor Rubye McKeown with a check for $20,000 on
Wednesday, July 28, finalizing the purchase of the B & B building by the
county from the city. The deed and title work have been completed, and bids
will soon be let for roof repair and interior design and construction.

As required by the property tax code, the Appraisal Review Board
approved the 1999 appraisal records, officially making them the appraisal
rolls and I certified an appraisal roll to each taxing unit.
The certified value totals are less than the preliminary values totals due
to adjustments to the records, late filed exemptions, double assessments,
etc. Several property owners received value adjustments through the ARB
process after presenting overwhelming evicence of severely cracked
foundations along with estimates to repair. I think Mother Nature may have
been the culprit with her extremely wet and dry conditions. The net taxable
mineral value for 1999 is $21.7 million, which is a decrease of $294
thousand from 1998.
All taxing units saw an overall increase in the 1999 certified net
taxable compared to the 1998 net taxable values. This increase in value was
due to new improvements (structures) and the reappraisal.
Below is a five-year history for each entity. The net taxable value is
the taxable value after exemptions, etc. The tax rate is the tax rate adopted
by the taxing entity, except for 1999. I used the 1998 rate as 1999 rates
have not been adopted. The levy is the amount of tax dollars generated.

The next step is to calculate the effective and rollback rates for each
entity and publicize the required notices. These requirements have changed
due to recent legislative changes, the truth in taxation booklet for 1999 is
54 pages, so I will try to summarize.
Under the new section 26.052, a small taxing unit may provide public
notice of the proposed tax rate in one of two ways: by mail or by
publication in a local newspaper. A small taxing unit is one that: (1)
proposes a tax rate for the current year that is $.50 or less per $100 of
taxable value and (2) would impose taxes of $500,000 or less from the
current total value for the unit. A small taxing unit that uses section 26.052
notice requirements may not adopt a tax rate that exceeds the proposed rate
set out in its notice. Under section 26.052 the cities of Emory, Point and
East Tawakoni along with the Fire District would be considered small
taxing units.
Effective September I, 1999, Senate Bill 4 changed a school district's
rollback tax rate calculation for 1999. Effective August 30, 1999, House
Bill 2075 requires a different meeting notice for the budget and proposed
tax rate for school districts rather than the public notices previously
required. On full implementation, the new law results in school districts
publishing only one quarter-page ad rather that four different ads. If a
school district adopts a tax rate above its 1999 rollback tax rate, the school
board must hold an election to ratify the adopted tax rate.
The law requires taxing units (other than small taxing and school
districts) to either mail to each property owner the effective and rollback
rate or publish them in a newspaper of general circulation. They must also
publish schedules showing its unencumbered fund balances, debt needs,
and its anticipated revenues from the additional sales tax. Most taxing units
adopt a budget before adopting a tax rate. They must publish notices and
hold hearings if a proposed tax rate will impose an amount of property
taxes that exceeds the preceding year’s property taxes. If a taxing unit other
than a school district adopted a tax rate that exceeds the rollback, voters in
the unit may petition for an election on the tax increase. A successful
election limits the unit’s current rate to the rollback rate.
Most taxing units receive additional revenue from various other
sources in addition to the property taxes levied. This additional revenue
may or may not effect the calculated effective and rollback rates depending
on the source or the income and/or designation of funds.
After each taxing unit adopts a tax rate and notifies the appraisal
district of the adopted rate, then the appraisal district will begin the process
of calculating and printing your tax bill, usually around October 1.
