Commissioners hold
97-98 budget workshop
The Rains County Commission-
ers’ Court met in special session in
the commissioners’ courtroom in
Emory on Tuesday. August 18.
1997, at 11:35 a m. with the follow-
ing members of the court present
Judge Diana Fleming. Commis-
sioners Virgil McEnturff, William
Potts. Gary Bishop and Rayford
Briggs
Others attending commissioners’
court were Edward Toles, Jett Ami-
strong. Wanda Yarborough, mainte-
nance. Deborah Traylor, deputy
county district clerk. Richard Wil-
>on. sheriff, and Teresa Northcutt,
county treasurer.
All motions passed unanimously
unless otherwise slated.
County Judge Diana Fleming
called the meeting in session and
announced the following:

at this time."
The court voted to go into execu-
tive session and the judge and com-
missioners left the courtroom.
When the judge and commission-
ers returned to the courtroom, a
motion was not made to go back
into special session.
The budget w orkshop came to the
attention of the court The county
judge stated that they were here
basically to get some of the others'
input before submitting the pro-
posed budget for filing in the coun-
ty clerk’s office for viewing by the
public.
By the county judges own ad-
mission as stated in the above para-
graph as to w hy this special session
w as called, there was not an item on
the agenda which legally allowed a
motion to"be made to go into cxcc*
ulive session This was confirmed
by Mr. John Fuller in the auomey
general's office.
The judge announced that the
hearing on the county budget would
be held at a later date, which was
not announced at this time. Also,
the adoption of a county budget and
the adoption of a tax rate would fol-
low at a later date.
Specific line items in all offices
were discussed.
Increases as Proposed by the
County Judge
I) A three (3%) percent increase
in the salary for the court coordina-
tor of the 8th District Court and a
three (3%) increase in the salary of
the court reporter. She stated these

amounting to approximately $2,000
per month.

BY THE COUNTY JUDGE
1) A cut in the county judge’s

decrease.
2) A cut in the industrial commis-
sion amounting to a $900 decrease.
3) A cut in the economic growth
amounting to a $20,000 decrease.
4) A cut in the county court trial
expense amounting to a $500 de-
crease.
5) A cut in overtime for the regis-
tration office amounting to a $600
decrease.
6) A cut in overtime for the sher-
iff's office amounting to a $1,000
decrease.
7) A cut in equipment for the
sheriff's office amounting to a
$3,800 decrease.
8) A cut in telephone for the DPS
department amounting to a $125
decrease.

Fair passes can be purchased at
the First National Bank of Emory
and the Alba Branch, Hall’s Phar-
macy, Max-A-Mait, and Randy’s
Grocery in Point.
Ticket prices are $12 for adults,
$8 for children 4-13 years of age,
and three and undei aie fiee.
Admission at the gate is $3 for
adult per night and $2 for children.

LaSalle Art Gallery
and Theatre
For Marrieds Only, an adult com-
edy which recalls a 1930’s honey-
moon night, will be the fall produc-
tion at the new LaSalle Theatre in
downtown Mineola.
The play will open Sept. 5 and
run Friday and Saturday nights with
a Saturday matinee through Dec.
31.
LaSalle Theatre, located upstairs
above LaSalle Art Gallery at 109 N.
Johnson in Mineola, is a new style
of dinner theatre which features sal-
ads and gourmet desserts. Cost of
the dinner and show is $17.50 for
Friday and Saturday nights with a
pastry matinee for $13.50 on
Saturday afternoons.
Reservations can be made by
calling (903) 569-0338. For the
Friday and Saturday evening per-
formances, the doors will open at 7
p.m. with serving beginning at 7:15
p.m. and the show at 8 p.m. The
Saturday matinee will open its
doors at 1:30 p.m. with the show at
2 p.m.
Gertie Lynch was a recent visitor
in the office to renew her subscrip-
tion to the Rains County Leader.

$500; juvenile probation, $6,200;
county agent/economics, $3,230;
county attorney, $217; county trea-
surer. $250; sheriff, $2,635; sheriff
deputy grant, $12,156; parks and
wildlife, $500; health and welfare,
$2,000; precinct #1, $28,184;
precinct #2, $6,789; precinct #4,
$1,183.
DECREASES
Revenue, $850; county trial
court, $500; non-departmental.
$30,384; maintenance, $675; con-
stable, $265; county/district clerk.
$1,425; county judge, $2,510; jus-
tice of the peace, $425; registration

3) The juvenile probation depart-
ment asked for a $1,200 increase,
but the judge thought an additional
$5,000 would he in order, thus
proposing an increase of $6,200.
4) The welfare office is to receive
an increase of $2,000 over last
year's budget.

6) The Rains County Appraisal
District has submitted a budget to
the county increasing their overall
budget $2,000 over last year. This
overall increase also includes an
increase in salary of $50 per month
per employee. The judge has sub-
mitted their budget "as is” in the
county’s proposed budget.
7) The judge proposed an in-
crease of $10,000 in indigent health
care.
8) The judge proposed an in-
crease of $500 in election expense.
9) In the sheriff’s department, to
assist a deputy grant (a portion to he
paid by the county), the judge
added $9.156 to the salary line item.
10) In the sheriff's department
the county judge proposed a patrol
car which increases the budget by
$5,360.
11) The judge proposed an in-
crease of $500 for the telephone in
the parks and wildlife department
12) The judge proposed a rc-clas-
sification in labor in the four com-
missioner precincts which include
the foliowing increases: Class A @
$9.00 per hour; Class B @ $8.50
per hour. Class C @ $8.00 per hour.
13) The judge proposed a
$28,184 overall increase for com-
missioner #1 (McEnturff). This in-
crease would also include salary
increases for two men in this
