Constitutional Amendments August 23
House Joint Resolution No. 24
Section 1. That section 61 of
Article 10 of the Constitution
be amended so as to hereafter
read as follows:
"Section 61. All district coun
ty and precinct officers shall
hereafter be compensated in
such manner and on such basis
as .may be prescribed by the
Legislature."
The object of this amendment
is to return from the salary ba-
sis to the fee basis for the com-
pensation of such officers. Since
adoption of the salary compen-
sation basis the expenses of
many governmental sub-divisions
have been' greater than on
the straight fee basis.
Senate Joint Resolution No. 16
Section 1. That Article III
Section 52 of the Constitution
of the State of Texas be amend
ed by adding thereto another
section to be known as Section
52d which shall read as follows :
"Section 52d: Upon; the vote
of a majority of the resident
qualified electors owning rend-
ered taxable property therein so
authorizing a county- or road
district may collect an annual
tax for a period not exceeding
five (5) years to create a fund
for constructing lasting and per
manent roaas ana oriages or
both. No contract involving the
expenditure of any such fund
shall be valid unless when it is
made money shall be on hand in'
Jich fund.
'At such election the Com-
missioners' Court shall submit
for adoption a road plan and
designate the amount of special
tax to be levied ; the number of
years said tax is to be levied;
the location description and
character of the roads and
bridges; and the estimated cost
thereof. The funds raised by
""such taxes shall not be used
for purposes other than those
specified jn the plan submitted
to the voters. Elections may be
held from time to time to extend
or discontinue said plan or to in-
crease or diminish said tax. The
Legislature shall enact laws
prescribing the procedure here-
under. "The provisions of this section
shall apply only to Harris coun
ty and road districts therein."
Senate Joint Resolution No. 9
Section 1. That Section 16
Article XVI of the Constitution'
Of Texas be amended so as to
hereafter read as follows
"Section 16 The Legislature
shall by general laws authorize
the incorporation of corporate
Jbodjes with banking and dis-
counting privileges and shall
provide for a system of state su
pervision regulation and con-
trol of such bodies which will
adequately protect and secure
the depositors and creditors
hereof.
"No such corporate body shall
be chartered until all of the au-
thorized capital stock has been
subscribed and paid for in full in
cash. Such body corporate shall
not be authorized to engage in
business at more than one place
which shall be designated in its
charter."

Section' 1. That the Constitu-
tion of the State of Texas "be
amended by adding a new Sec-
tion to Article VIII to be known
a Section 20 and to read as fol-
low: "Section 20. No property of
any kind in this State shall ever

fore said faxes would become de
linquent ; ana tne taxpayer shall
be allowed one per cent discount
if said taxes are paid thirty days
before they would otherwise be
come delinquent. This amend
ment shall be effective January
1 1939 The Legislature shall
pass necessary laws for the pro-
per administration of this Sec
tion."
NOTE: The state penalizes
those who are delinquent with
their taxes hence it is only
fair and reasonable that the
State reward even in a small
way those who work and save
and frequently borrow money
with which to pay taxes be-
fore they become delinquent.
House Joint Resolution Np. 26
Section 1- That Article III of
the Constitution of the State of
Texas as amended by adding
thereto a Section to be known as
Article 51-c which shall read as
follows : "
"Section 51-c The Legislature
shall have the power by General
laws to provide' under such limi-
tations and regulations as may
by the Legislature be deemed ex-
pedient for assistance to the
needy blind over the age of 21
years and for the payment of
same not to exceed Fifteen' Dol-
lars per month per person ; such
assistance or aid to be granted
only to actual bona fide citizens
of Texas ; provided that no habi
tual drunkard and no inmate of
any State supported institution
while such an inmate shall be el
igible for such assistance to the
needy blind over the age of
twenty-one years ; provided fur
ther that the . requirements for
the length of actual residence
in Texa3 shall never be less than
five-years during the nine years
immediately preceding the ap
plication tor assistance to tne
needy blind over the age of twen
ty-one years; and continuously
for one year immediately pre
ceding sucht application.
"The Legislature shall have.
the authority to accept from the
Government of the United
States such financial assistance
to the needy blind as that Gov
ernment may offer not incon
sistent with the restriction here
inabove provided."

ulations as to it may seem ex-

such hospitality as has been ex-
tended to us on. every hand.
As I told you last week the
Mexican Government invited Us
to be their guests even furnish-
ing transportation over the rail-
road. We have now passed
through capital cities of three
Mexican states and at each one
great crowds including the Gov-
ernor Mayor representatives. of .

once the capital of Texas when"

beautiful little city of 60000
