Citizens
of Emory
I would like to take this last
opportunity to address some
issues that concern me and
you, the voters of the City of
Emory.
When I first sought a place
on the Emory City Council
four years ago it was because I
was appalled at the high water
rates in Emory, especially
since it is located between two
lakes, and 1 wanted to know
why. After being elected to the
council, it didn’t take very long
to understand the why’s and
wherefores of the situation and
to realize most of the problems
stemmed from mistakes and
lack of foresight by previous
administrations from as far
back as 20 to 30 years ago
For example, when the
Emory sewer plant was built,
within just a few months it was
already out of compliance with
the state permit regulations and
has gone downhill from there.
The transmission line from
Lake Tawakoni to Emory was
built out of outdated concrete
instead of PVC and was im-
properly installed, causing
Emory to be plagued with
breaks, leaks and water out-
ages every summer. A couple
of years ago the line was
replaced (after only 15 yea-s of
use) with PVC pipe at a
tremendous cost to the citizens
of Emory.
When I joined the council
my minimum water bill was
about $25.00; now it is nearly
$30.00 due to these water im-
provements. Had the city not
received the $250,000 sewer
improvement grant, another in-
crease would have been neces-
sary for that. (And the trash
collection soon to begin will
kick it up around $35.00.)
Now the state is telling the
city that we will have to have
another overhead tower and
MORE improvements at the
water plant. When the state
tells you to do something, they
don't care how much it
burdens you to come’up with
the money. So it’s just a matter
of time before the water bills
will have to be raised to pay for
these state-mandated im-
provements.
I would also like to clarify
my position on the issue of a
police department for Emory. I
have never been against a
policeman tor Emory; what i
was against was the fact that
since Emory didn’t have the
adequate funds to hire one, the
only way to support one was by
fine money (ticket-supported).
With the state getting a portion
of each fine, the Emory police-
man would have to write
literally hundreds of tickets a
month for the proposal to work
(East Tawakoni’s police dept,
writes only about 25 citations a
month). Point only had their
police department for a few
months due to the financial
problem it caused.
The City of Emory is facing
such serious financial
challenges due to the state-
mandated improvements that I
cannot see placing the people
of Emory under additional
financial burdens, especially
things like a leash law.
I live in Emory because I
like it the way it is, I am a|l for
economic growth and prosperi-
ty but without infringing on the
rights and lifestyles of the in-
habitants of the city.
I would appreciate your vote
on May 6th.

tion. It was the only full-
service station in Emory and
will be sorely missed.
The popular station was
closed it is said because of too
many hot checks and delin-
quent payments on credit ac-
counts.
A loss to Lynn and the trade
