last Friday... his son Lee ac-
companied him there...

visited with Birdie in Emory
last year and made a collection

of Red... he is so proud of the

THE WORST TRAGEDY we
can recall here in Rains Coun-
ty was the death of April
tucker, who bled to death of
injuries she received... tho we
had in the head of last week's
Leader “No News, No Clues, ”
now there has been enough evi-
dence found by the Sheriff's
Dept., who have so courage-
ously worked night and day,
have enough “clues” for the
arrest of the mother and step-
father and placed in the Rains
County Jail as of last
Tuesday... they have been
placed under $100,000 bond
each... this tragedy has been
on the lips of all of us here...
only who can say why?...

TRUCK OVERTURNS-A 1979 International tank truck driven
by Marty Wayne Townsend of Como overturned last Tuesday
morning on Hwy 19 in Emory when he lost control of the vehicle.
He was not injured although the Emory Fire Dept, had to cut him
out of the wreckage using the Jaws of Life, possibly saving his
life. The truck was owned by Arkansas Construction Co. of

South Rains
Elects New
Officers
The South Rains Water Sup-
ply Corporation met Friday,
Jan. 20, at 7:00 p.m. at the
Rocky Point Community Cen-
ter for its annual meeting.
The minutes of the Jan. 15,
1988, meeting were read and
approved.
Neil Karris gave the finan-
cial ftport for the year 1988
and the proposed budget for
1989. These were approved as
read.
Two new members were
elected for 3-year terms each.
They were Norman Ramsey
and R. G. Stevens.
New officers for the year
1989 are as follows: President,
Marvin Northcutt; Vice Presi-
dent, James Calhoun; Sec.-
Treas., Neil Harris; James R.
Russell, Joe Weddle, Norman
Ramsey and R. G. Stevens,
members.

Active Member
of AAFP
Dr. Howard E. Kweller,
local family practitioner, has
recently become an active
member of the American
Academy of Family Physi-
cians.
Dr. Kweller, a member of
Citizens Genera! Hospital
medical staff since 1981, is a
graduate of Mount Sinai
School of Medicine in New
York. He served his residency
at the U S. Public Health
Hospital in Baltimore, Mary-
land, and San Francisco, C'ali
City Council
Holds Special
Meeting
The City Council of the City
of Emory met Jan. 19th at 10
a.m. in special session at
Emory City Hall with the
following members present:
Mayor Bill Hart, Stephen
Shedd, Rubye McKeown. Mil-
dred Garrett, Susie Joiner and
Jaxie King. Others present
wereJEd. Moore, and Judy Ran-
som, City Secretary. ,
The meeting was called to
order by Mayor Bill Hart.
Motion was made to pass a
Resolution approving and au-
thorizing publication of Notice
of Intention to issue Certif-
icates of Obligation in the prin-
cipal amount not to exceed
$70,000 for Wastewater im-
provements. Motion carried.
Motion was made to make a
presentation to South Rains
Water Supply Corporation at
the next regular city council
meeting Feb. 14th concerning
a settlement on their water
rates. Motion carried.

The parents of 4-year-old
April Tucker were arrested last
Tuesday at 7:08 p.m. and
charged with first degree fel-
ony injury to a child. Debbie
Tucker Loveless, 30, and the
child's step-father. John
Miller 41, remain in the Rains
County Jail under $100,000
bond each.
Sheriff Wilson stated that
enough evidence had been ob-
tained from the medical exam-
iners’ office to obtain warrants
for arrest for injury of a child
The intense investigation into
the circumstances surrounding
the child’s death continues,
and all evidence and the autop-
sy report which was finally
received last Friday afternoon,
will be presented to the grand
jury as soon as possible.
April died Jan 4th from
massive blood loss from injur-
ies received near her home
south of Emory The parents
told authorities that the girl
was attacked by the family’s
two dogs after becoming entan-
gled in a fence; however.
Sheriff Wilson said dog bites
had nearly positively been rul-
ed out as causes of her injuries
The exact nature or cac ,e of
the injuries still hasn't been
released although the autopsy
has been received. Assistant
District Attorney Al Smith re-
quested that the Sheriff’s Of-
fice not release any informa-
tion from the autopsy report
until after it is presented to the
grand jury
The Rains County Sheriff's
Office and reserves have work-
ed diligently on this case, as
well as the Dept of Human

City Plans
Wastewater
Improvements
The City of Emory recently
voted to issue $70,0(X) worth
of Certificates of Obligation
for Phase I of wastewater
(sewer) improvements.
Phase I includes construc-
tion of force main and gravity
sewer bypass piping with ap-
purtenances around two exist-
ing lagodhs for th.*-fftirpwse of
allowing one lagoon to be
drained to make repairs to the
other The way the two la-
goons were originally laid out,
you can’t drain one without
draining both, which doesn’t
make allowances for incoming
sewage or treatment of the
water being drained out.
These piping improvements
are being made at the behest of
the Texas Water Commission
to bring the sewer plant into
compliance with state permit
regulations.
When this is completed,
then Phase II hopefully will
begin. The city has applied for
a $250,000 grant for Phase II
wastewater improvements,
with the city's input of
$124,300 bringing the project
total to $374,300. Phase II
plans include the construction
of a third lagoon with a top-
water aeration '.stent to help
handle the increasing sewage
workload and ai he same time
relieve the load on the old
lagoons, which should bring
the plant into compliance.
The city had applied for a
similar grant lu't year but did
not icceive it, so- a few changes
were made in the application
and project spes ideations and
the city reapplied. If the city
does not get the grant, these
improvements will still have to
be made, regardless of where
the money conies from.
The city has iccently applied
for a permit change from 20/20
to 30/90 permit, which will
help tremendously if approved.
Lioness Club
Plans Benefit
Dinner,Dance
The Lake Tawakoni Lioness
the purpose of planning their
next project. It will be a Valen-
tine’s Dinner Dance to benefit
the Lions Club Crippled Chil-
dren’s Camp at Kerrville.
The date was set for Feb. 11
to be held at the AMVETS
Club. Fun things are planned
for the evening beginning at
4:00 p.m. with a cake walk,
dinner at 6:00 p.m., dance at
8:00 p.m.
Souvenir photos and flowers
for your sweetheart will be
available.
Tickets for the dinner will be
a $3.50 donation. A disc
jockey will play a variety of
music for the dance. Reported

Rains County in FY 1988
In a breakdown of services
in Rains County provided by
the Dept, of Human Resources
for Fiscal Year 1988, it was re-
ported that residents ol Rains
County received the following
FOOD STAMPS
A monthly average of 343
participants received $i 77,016
worth of food stamps.
AFIK' (Aid to Families
with Dependent Children/
AFDC served 25 families
with 73 recipients (monthly
average) with total FY pay
ments ot $50,579.
One disqualification hearing
was held in Rams County for
AFDC and/or food stamp
fraud.
MEDICAL
ASSISTANCE BENEFITS
Medical assistance to the ag-
ed and disabled totaleu
$690,824, w+th an additional
$119,822 for families and chil-
dren. This added to the amount
received for food stamps and
AFDC makes a total of
$1,038,241 spent in Rains
& DISABLED
BENEFITS
Nursing Home Private ICF-
MR: 41 clients received
$383,248 in payments,
$63,874 for prescribed medi
vines, $243,702 for hospitals,
physicsians, laboratory. X-ray
and other services. There was
a monthly average of 181 per-
sons eligible for Medicaid and
56 persons eligible for Com-
munity Care for the Aged and
Disabled.
F AMILIES &
CHILDREN BENEFITS
These included $8,323 for
prescribed medicines,
$111,499 for hospitals, physi-
cians. laboratory. X-ray and
other services. A monthly
average of 98 persons were
eligible for Medicaid and
receiving Protective Services
for Children. 1 hose receiving
help in Regulated Child-care
Facilities included 5 in day
care (part time) and 6 in
24-hour itull time).

TWINS AUDITION FOR MOVIE ROLE-Melisa and Joshua
Harris are very excited because their little sisters may become
movie stars. Even though the chances of being selected are very
slim, family and friends of Brittany and Christy Harris are ex-
cited to think that they are even being considered to play ihe part
of the little girl in the sequel to the movie Three Men arid a Baby.
Last Wednesday auditions for the part were being held at K D
Studios in Dallas. To audition you had to be identical twins be-
tween the ages of 2 and 5. A video tape was made and this tape
w ill be sent to Disney Studios for the selection to be made. It will
be about a month before the results are known. Even if they aren’t
selected, Brittany and Christy can be told they auditioned for a
movie once. But, you never can tell! Somebody has to be
