City of Emory seeks
help from volunteers
the city of Emory may qualify
for a TDHCA Step Grant that will
enable the city to improve water
and or sewer lines in certain areas
of the city. The grant, if we receive
it, will pay for material and any
equipment that it would take to
accomplish this p.oject. This grant
will not cover the costs of any out-
side employment or contractors that
the city would have to employ for
this project. This would call for the
city of Emory to seek any volun-
teers that would be willing to help
lay these water and/or sewer lines.
If the city cannot get enough volun-
teers for this project then we will
not receive any grant money. The
areas in question are as follows:
Skyline Drive, Wells Street, Bethel
Street, Ravine (Quitman to North)
North (Ravine to Duffey).
These are proposed areas. We
need any and all volunteers in these
areas to come forward to help lay
these lines. If you would be willing
to volunteer to upgrade water
and/or sewer lines in your men-
tioned area please call 903-473-

Over the past several days my
office has received a number of let-
ters from people in Rains County
concerning the expansion of
Highway 69 and the various pro-
posals that were brought forth in the
recent town hall meeting. Some
people arc concerned about losing
their property, their homes and
some arc concerned about Ginger,
Texas, a historically significant
landmark.
As a result of these letters, my
staff has met with Jim Freeman, the
regional director for the Texas De-
partment of Transportation. Free-
man has assured us that this expan-
sion of Highway 69 is in a prelimi-
nary planning stage. Absolutely no
decisions have been made at this
On June 5, President George W.
Bush signed into law legislation
that adds $100 million in new
health care benefits for surviving
spouses of disabled veterans. The
measure also requires the VA to
develop comprehensive outreach
programs to ensure that eligible
spouses and dependents are made
aware of the services and benefits
they are qualified to receive.
“ This legislation, as amended by
Ihe Senate, expands health care
insurance under CHAMPVA to sur-
vivors of veterans who died of scr-
point. That is exactly the reason for
the town hall meetings and periods
of public comment. TxDOT wants
to know what the citizens of Rains
County arc thinking about this issue
and what their concerns are. It is my
understanding that it will be quite
sometime before any final decisions
are made and that all of these “citi-
zen comments” will be taken into
consideration before the final plan-
ning is complete.

vice-connected disabilities and are
also Medicare eligible,” said DAV
Washington Headquarters Execu-
tive Director David W. Gorman. “It
provides automatic coverage for
CHAMPVA beneficiaries eligible
for Medicate, expanding needed
health care assistance for our dis-
abled veterans and their families.”
This new law will go into effect
October 1, 2001.
Eligible spouses and dependents
will need to apply by filling out
forms. I have these health forms in
my office at the courthouse.

Dear Editor,
My mother, Minnie B. Jordan, is
now a resident of Green Acres
Nursing Home in Emory. This is not
a real joy for my family or myself,
but for her safety and care, it is
working out really good. When they
had bingo she won at least five
games. She was thrilled to pick out
her prizes, but more than bingo was
the great music provided by Ray-
mond Early, Charlie Leggett, Jodie
Ely, Nolan Stubbs and lovely Delois
Langston.
I do understand that they play
music the first Thursday of every
month. This has to have been a
secret because 1 never knew how
much fun you can have watching
others listen to really great music.
To see the residents pat their hands,
smile and move their feet was a
blessing.
It’s great to have a care center in
Rains County.
Sincerely,
Jett Armstrong

I try to inject a little humor in my
articles because, after all, talking
about litter is not exciting to most
people. Today’s article is more seri-
ous because the Texas legislature
got real serious about litter this
year.
Conviction of a class B misde-
meanor is punishable by a fine of up
to $2,000 and confinement in jail
for up to six months. Now that’s
what I call serious. Paying $2,000
or spending six months in jail
would really mess up my attitude.
The revised Litter Abatement Act
that goes into effect on September
1, 2001, makes it a class B misde-
meanor to litter if the litter weighs
more than five pounds. Five pounds
is not much, a little over half a gal-
lon of milk or a six-pack of beer
weighs five pounds. A second con-
viction for littering can result in a
$4,000 fine and one year in jail and
forfeiture of the vehicle the litter
was thrown from.
I don’t want any of my neighbors
to have to pay $4,000, or spend a
year eating Sheriff Wilson’s cuisine
and lose their pick-up truck, but the
facts are, most of the litter on our
roads is put there by my Rains
County neighbors; if I catch you,
I’m going to file charges.
You have been warned.
You may contact me by phone at
473-2812, by mail at P.O. Box 158,
Emory, TX 75440, or via e-mail at
rains.co.litter@globeco.net.
