Mountain directed a meeting
Thursday, July 27, in Greenville
to present information on the
Paris District, TxDOT complet-
ed, current and future projects
for Rains and Hunt counties.
Over the past two years Rains
County has received a fair share
of the local TxDOT budget
including the recently completed
SH 276 projects, but. according
to the information released
Thursday, only two projects are
slated for Rains County in the
ntjjtr future: one project slated
for December 2006 and one
project slated for September
2007.
The replacement of the his-
toric Iron Bridge on CR 1410 at
Shuttle Creek is slated for
December of this year and will
complete a project to replace
four county bridges funded in
November 2005. As part of the
project, the historic bridge will

be moved to the Rubye McKe-
own City Park in Emory as part
of the city’s remodeling of the
park.
The other county project, slat-
ed for September 2007, is the
rehabilitation of FM 514 from
SH 19 to FM 2081. Mountain
said that rehabilitation does not
involve extensive widening but
sometimes could increase a road
width from 20 feet to 24 feet.
Recently completed projects
included the replacement of
three county bridges and instal-
lation of a traffic signal at the
intersection of US 69 and FM
2795 (Lake Fork Drive) in
Emory.
Current projects under con-
struction are the reconstruction
of SH 276 from US 69 in Emory
to the East Tawakoni city limits,
widening of the Cedar Creek
bridge on SH 276, and the con-
struction of a sidewalk and
crosswalk on FM 3299 at the
Rains Elementary School.
Long-range projects, which
are unfunded, include the reha-
bilitation of FM 514 from US 69
in Point to SH 19, slated for
2008; reconstruction of US 69
from FM 2795 to the Wood
County line, slated for 2009 to
be worked by the Tyler TxDOT
district; rehabilitation of FM 514
from FM 2081 to the Wood
County line, slated for 2010; and
rehabilitation of FM 2946 from
FM 514 to FM 2795, slated for
2010.’
Projects' of interest in Hunt
County include the replacement
of the Two-Mile Bridge on SH
276 between East Tawakoni and
West Tawakoni and, in Quinlan,
the construction of SH 276 from
FM 36 to SH 34. This v ill be a
spur that by-passes downtown
Quinlan and connects the east
portion of SH 276 with the
newly widened west portion of
SH 276. Both of these projects
are long ranged and unfunded at
this time.
The installation of a continu-
ous left-turn lane on SH 276
from the Two-Mile Bridge to
Oakwood Lane in West Tawa-
koni, is funded and slated for
July 2007.
The meeting was held to in-
form city officials as well as
many utility districts such as
water, communication, electri-
cal, gas and others of the
impending work schedules so
they can plan needed relocation
of lines and easements.

seemed to be pushed aside. It
tickles me to death to see you

come up here and want to take
this project on. That’s wonderful.
But, I either want to see it get
better or I want the county’s
name off it.”
Precinct 4 Commissioner
Rodney Smith said, "I’ve been
associated with the Boy Scouts
and Cub Scouts and it would be a
great asset for those kids. It’s
been very frustrating because
we’ve got a lot of flack from this.
With new leadership, I would
like to see this move forward. I
am in favor of trying again.”
The court asked that the task
force report back every two
months beginning with the Sep-
tember 28 meeting.

Transportation Code 502.173.
This fee, which the court set at
$1.50, goes directly towards pro-
viding for safety street crossing
guards at the Rains Elementary
School. With the opening of
school August 15, parents will
see a flasmng speed zone, stu-
dent drop-off area and crossing
guard through the efforts and
financing of the county. Rains
ISD, the Texas Department of
Transportation and now, the
Child Safety Fee.
Expect the $1.50 fee to be
added to all vehicle registration
fees beginning January 1, 2007.
County Road &
Bridge Fee
The court again this year
approved collecting a County
Road and Bridge Fee and set it at
$ 10.00 per vehicle to be added to
the registration fee.
The court must take action on
both the County Road and
Bridge' Fee and the Child Safety
Fee annually according to the
transportation code.

Sheriff’s Office
In giving a report on the sher-
iff’s department, Chief Deputy
Kurt Fisher presented a report on
the activities of the SO and then
updated the court'on the status of
the department’s vehicles. He
reported nine vehicles up and
running - six cruisers and three
pickups - with all but three hav-
ing well over 100,000 miles each
and two nearing the 200,000
mile mark.
He asked the court to consider
purchasing two new cruisers and
one new truck. With two or thjee
motors on the verge of needing
to be replaced and several burn-
ing oil badly, Fisher said in the
long run the cost of repair would
outweigh the new purchase.
Fisher suggested purchasing
two new Ford Crown Victorias
and one four-door FI50 pickup
truck. An estimated price of
$63,000 came through the state
purchasing act.
Judge Dougherty noted that
there is a combined balance of
just over $200,000 remaining in
contingency and capital im-
provements in the county's FY
2005-2006 budget with the court
still looking to purchase a used
backhoe and dump truck for the
road and bridge department.
Action on the vehicle purchas-
es will be placed on the next
court agenda.
In other action, the court:
• Approved a request from
South Rains Water Supply Corp-
oration to bore under and lay 400
feet of three-inch water main line
along the right-of-way of CR
4250.
• Entered into the court’s
records certificates of comple-
tion of the Open Meetings and
Public Information training by
County Treasurer Teresa North-
cutt and Commissioners Bullard,
Malone, Bishop and Smith.
• Held a public hearing and
final public hearing on a Texas
Community Development 2004
Program Year contract #724649.
• Approved Resolution 106-06
amending Texas Community
Development Program contract
#724649 for Bright Star-Salem
Water Supply Corp. to add
18,000 liner feet of water line
and service to 13 first-time con-
nects.
• Approved submitting an
application in support of a 2007-
2008 Texas Community Deve-
lopment Block Grant Program
for South Rains Water Supply
Corporation and naming County
Judge Joe Dougherty as the
court’s designated signatory.
• Renewed the Texas Assoc-
iation of Counties Health and
Employee Benefits Pool contract
with a minimum increase of less
than $50.00 per person.
• Approved the payment of
accounts and county treasurer’s
third quarterly report as present-
ed.
